funding systems to support the City's needed street improvement and
maintenance programs while complying with existing State statutes; and
WHEREAS the League of Minnesota Ctties, the Minnesota Public Works Association, and
the City Engineers Assoclation of Minnesota, have jointly sponsored the
developm,ent of a report er~titled Funding Street Construction and Maintenance in
Minnesota s Cities wherein (I} the street systems of the cities within the State are
inventoried; (2) the existin~funding systems are detailed and evaluated; and (3)
recommendations are made; and
WHEREAS cities need flexible policies and greater resources in order to meet growing
demands for street improve~nents and maintenance.

RESOLVED by the City Council of the City of Elk River,
Minnesota: That this Council concurs with l~he findings of the above referenced report, and fully
supports the recommendations contained ir~ that report; and
RESOLVED by the Cfty Council of the City of Elk River, Minnesota: That

this Council supports the adoption of legislation that would provide cities with the policy
options they need to address current and future challenges in providing adequate street
improvement and maintenance programs.

A RESOLUTION OF SUI~PORT FOR OLIVER KELLY FARM
The Oliver Kelly Farm ha~ such historic significance ~hat it was designated a National
Historic Landmark by the ~JS Department of Interior s National Register of Historic
Places, and

On average, more than 14,~00 school age children annually visit the Oliver Kelly Farm
to learn through inter-actiop with staff and livestock how farrmng was conducted in
1850, and
On average, an additional 113,000 adults visit the Kelly Farm annually, contributing to
the local economy and enh ~ncing Elk River's reputation as a destination, and
The National Grange has n ~aintamed an ongoing relationship with the Minnesota
Historical Society for 40 ye frs regarding the Kelly Farm, a relationship that has inspired
national and international v [sitors to come to the Farm to learn about Oliver Kelly and
his family, the start-up of t}.e national Grange Movement, and the origins of agriculture
in Minnesota, and
In the interests of authenticity, the Oliver Kelly Farm has incorporated a unique historic
livestock breeding and crop and garden seeds program that will be severely damaged
once the site ceases to operite as a living history farm, and

fund the operations of the Oliver Kelly Farm Hisloric site, past the anticipated closing date of July 1, 2003.
