SUBJECT: Focus Group Subcommittee Update
The subcommittee has met twice to discuss the ECC pilot project and to prepare items
to discuss with the focus group. Each of the utilities has submitted their methodology
for measuring the reduction residents will achieve, as well as tips and resources for
energy use reduction. Each residence involved will be required to fill out an audit for
energy use and solid waste generation information. Staff will work with Commissioner
Stoutenburg and the focus group to determine the most efficient manner of measuring
solid waste production and reduction. Solid waste may be the most difficult parameter
to measure due to a lack of "history" on each residence. Establishing a baseline for solid
waste amounts will be necessary.
The pilot project will be discussed with the focus group at a meeting on March 27 at
City Hall. The focus group will be made up of three students from Spectrum High
School as well as at least four other residents invited by subcommittee members.
Commissioner Zehringer will invite a member of the press to attend the focus group
meeting.
The pilot project will be presented to the public at the Energy Expo during the Utilities
presentations in the afternoon. The public will be asked to fill out a form if they are
interested in participating in the pilot project which will last approximately one year.
Other solicitation may be necessary, but the pilot project participants must live in the
City of Elk River (for comparison purposes). The hope is to have a total of 30
residences from various demographics participate throughout the project. The results
will be able to be presented at the next Energy Expo with the potential of having an
extraordinary case "spotlighted". Once the energy and resource savings are known, the
information will be able to be distributed to everyone (locally and regionally).
