ICESR 11-14-2007MEMORANDUM TO: Ice Arena Commission, Members FROM: Rich Czech, Arena Manager DATE: August 9, 2007 SUBJECT: Agenda Memo -August 14, 2007 5. 2007 Financial update Attached for your review is the current financial information for the year 2007. Most of the line revenues are on line to meet or exceed the budgeted amount with the exception of dry floor events, and vending machines. These revenues are down more than what I would have anticipated. The good news is that the Hockey clinics and league registrations, as well as Skating Academy registrations will exceed projected revenue numbers. On the expenditure side, most of the line items will be well within the budget with an exception of Utilities being over by a few thousand. However over all, expenditures will be in line with Arena's budget. On November 19t" I will be asking the City Council for approval for advertising for bids for a new Ice Resurfacer scheduled for 2008. The two major reasons to get the bid packet out before the end of the year is to avoid a 3% - 8% price increase in the cost of the machine come the first of the year, and to reserve a spot to on the assembly line to get the machine built. A delivery date of a Resurfacer is eight to nine months out from the date it is ordered. Advertising for bids now will put us one step ahead of other cities looking at purchasing a machine in 2008 and will avoid any increase in the cost of the machine in 2008. 6. Lobby expansion for the Arena /Naming rights for Arena Attached for review is a proposed exterior and interior image of the expanded Arena lobby. The cost of the expansion is in the range of 1.9 million dollars with an additional cost of $300,000.00 for high school locker rooms for the girls and boys teams that would be built along the east side of the Arena. During the budget process the city council has asked staff to come back in December with ideas on how the project could be financed and a timeline on when the project could be built. As it stands now, it looks like the project is scheduled to be completed in 2009, with the funds coming from City Council Member Jerry Gumphrey indicated that he has a company that would like to have the naming rights to the Arena once the expansion is built. At this time he did not feel comfortable releasing the name of the company, however he would like the Arena Commission to discuss this opportunity and put it to a vote so that the City Council knows where the Arena Commission stands on this opportunity. 7. Skate Club representative to Arena Commission The Elk River Skating Club selected Brad Hansen as their Arena Commission Representative. With approval from the City Council, Brad will be at the next Arena Commission meeting. 8. High School Coaches wall of fame At the last Commission meeting, Commissioner John Barth suggested that we have a Coaches Wall of Fame for all the High School Coaches that have coached over the years. John contacted Dave Halgren, a past Arena Commissioner, and self historian when it comes to Elk River High School sports. Dave was able to provide the names of the coaches that have coached Elk River High School Hockey along with the number of years, the era they coached in, and their win and lose records. I contacted Kent Madsen, a past Arena Commissioner and Elk River Youth Coach to see if he would like to take the lead on putting something together to acknowledge these coaches. Kent accepted this challenge and is planning on having something together by next spring. 9. Video Presentation System To enhance the Arena's advertising program and High School games as well as other programs offered at the Arena, I would like to purchase a Video Projector System that would allow us to advertise businesses during High School Hockey Games and Tournaments. The System would also allow us to show starting line ups during high school and tournament games as well as promote city events like, Recreation Programs, Library events, Senior Center events, Skating programs, National Night Out, Open The Fire Department and Police Open Houses, as well other government notices. The projector could also be used during other events such as Open Skating, to broadcast sporting events and to show movies. The Skate Show, to promote the Skating Academy. Attached for your review is the information regarding the installation and the equipment. Advertising would be shown between the periods of the girls and boys junior and varsity games as well as during tournaments. Attached for your review are the estimated pricing for the advertising. The revenue generated from advertising should be able to pay for the system within one to two years. I have discussed the finance regarding purchasing the system with Tim Simon, the Cities Finance Director. He suggested that the funds come from the Bleacher account. There is a balance of over $25,000.00 in the fund, and with the 2007 - 2008 season approaching an addition $6,000.00 to $7,000.00 is expected to be added to it. With the Arena Commissions approval, I would like to move forward with this project and bring it the City Council for approval. 10. High School Game Schedule Attached for contentious is the Boy's and Girl's Home Game schedule. Both teams should be very competitive and fun to watch this year. If the projector is to be operated continuously 24 hours a day, use the dual-lamp optical system's alternating lamp operation (lamp changer) function.
