PRSR 12-12-2007Item:. # 8.3.A Parks and Recreation MEMORANDUM TO: Parks and Recreation Commission FROM: Tonya Love, Recreation Administrative Coordinator DATE: December 7, 2007 SUBJECT: River's Edge Commons Park-Wedding Rental Rates Due to the increased demand for wedding rentals at River's Edge Commons Park we would like to propose the following changes to our Outdoor Facility Use Policy: Outdoor Facility Use Application Proposed additions to application form: Page 1, under Facility, add "River's Edge Commons Wedding Rental". Page 2, under Fee Schedule, add "River's Edge Commons Wedding Rental" 2 hour minimum $150 4 hour maximum $50 each additional hour Damage/Cleaning Deposit (Refundable) $250 Upper Plaza of park will remain open to public River's Edge Commons Park Staff recommends the new fee schedule to go into effect January 1, 2008. I have attached a current Outdoor Facility Use Application and Park Use Rules. Outdoor Facility Use A~i~lication This form and the appropriate fee must be completed and submitted a minimum of 14 days prior to the requested date. We are unable to check availability without a completed application and payment. Payment must be made by individual or group renting the facility. If there is no scheduling or policy conflict pertaining to the date and facility requested, a permit will be issued. Please note that some requests may involve city Parks and Recreation Commission review and must be submitted a minimum of 60 days prior to the event. Applications can be dropped off, mailed or faxed to our office. All applicable city, county, and state ordinances and policies must be followed. VISA. MasterCard, check and cash accepted. Approval Public Works Approval Parks and Recreation Commission Approval City of Elk River Park Rules Highlights of General Park Rules • Alcohol is permitted provided that it is for your own/family use, no laws are broken, and that no unruly behavior occurs. • Motorized vehicles are prohibited in the parks outside of the parking lot areas. • Dogs or other pets must be on an 8-foot leash or shorter and under control of the handler at all times. Violation will result in a $100 fine. • The handler of each pet shall pick up and dispose of all animal wastes in proper waste receptacles. Violation will result in a $100 fine. • Golfing is not allowed in any of the Elk River City parks. • Charcoal fires permitted in barbecue grills only. No wood fires are allowed. • Place trash and recyclables in their proper receptacles. • Parks are closed from 10:30pm to Gam Highlights of River's Edge Commons Park Rules • Smoke free park. • Street level plaza will remain open during special events and private rentals of lower park level. • Underground utilities are present; driving spikes into ground is strictly prohibited. • Domestic animals are prohibited in the upper plaza area in the splash park due to cleanliness and health reasons.
