SR 06-10-1996~ity of iver TO: MEMORANDUM Mayor & Council ITEM 5 FROM: Pat Klaers City Administrator DATE: June 6, 1996 SUBJECT: Consider Appointment of Director of Economic Development Coordinator The Economic Development Task Force met on June 5, 1996, and interviewed the four finalists for the Director of Economic Development position. After these interviews, the task force selected the preferred applicant for this position. Direction was given to the Brimeyer Group to negotiate employment terms and conditions within certain economic perimeters. At the time that this memo is being put together it is uncertain how these discussions are going but it is assumed that Mr. Brimeyer and the candidate will reach a satisfactory understanding on the employment package. The City Administrator and the City Council look forward to your becoming part of the Elk River team. The following will serve as a confirmation of our conversation regarding terms and conditions of employment and compensation issues. Start Date: You will begin employment with tho City of Elk River on July 1, 1996. Terms and Conditions of Employment: During your employment all personnel policies, either existing or as amended from time to time, shall apply. Should the position be abolished or should you be terminated by the City, the City will provide you at least four months advance notice of this action. Should you decide to leave the employ of the City, you are required to give the City Administrator at least 30 days advance notice of your intent to leave. SalaryfPer formance Evaluation: Holidays, Vacations, Sick Leave: You will have a beginning salary of $48,000 annually. A performance evaluation will be conducted at the end of six months of employment, 12 months of employment, and annually, thereafter. Subject to a satisfactory evaluation, your salary at the end of 6 months will bo adjusted to $49,000 and at the end of 12 months will be adjusted to $51,000. Future adjustments to salary will be made at the discretion of the City at the same time as salary increases are provided to other Department Heads. Ail salary adjustments are subject to a satisfactory performance evaluation. You will be granted the same number of holidays as other Department Head employees. Under the City's policy, you will accrue at the rate of three w~ks of vacation. Upon employment you will be given a 30 day bank of sick leave. Thereafter, you will accumula£~ one day per month against the 30 day bank and will continue to accumulate sick leave ia accordance with City policy. Medical Insurance: You will be eligible to participate in the City's medical, dental, and life insurance programs. Currently the City provide~ $310 per month towards insurance coverage. Pension/Retirement: You are currently a participant in the Public Employees Retirement Fund. It is your desire to continue participation in that plan. Automobile/Expenses: You will have access to an automobile from thc City's car pool for use in conducting City business. Additionally, you will be reimbursed at the rate of $.31 per mile for use of your personal vehicle for purposes of conducting City busings. Any ordinary and usual business expenses incurred as a part of conducting business on behalf of the City will be reimbursed by the City. Memberships/ Conferences: You will become a member of the Chamber of Commerce through the City's membership. Expenses related to dues and conferences in professional development organizations such as EDAM are subject to agreement of the City Administrator and budget considerations. Relocation Expenses: It is anticipated that you will commute from your residence in Golden Valley to your position in Elk River. The City of Elk River encourages your relocation to Elk River by providing you $2,000 for purposes of relocating your household goods from the City of Golden Valley to the City of Elk River if your move takes place within the first 15 months of employment.
