SUBJECT: Update on Downtown Redevelopment Study
The City Council reviewed and discussed the status of the Mississippi Connections
Redevelopment Study at their workshop on January 12, 2009. As noted in the attached
minutes, the Council recommended that the Task Force be reassembled, but no work would
begin until the 17151 Avenue Focused Area Study (FAST) is completed -projected at early
summer 2009. In the interim, Task Force members will be contacted to provide an update
on the recent Council discussion and to determine their interest in returning to the process.

MONDAY, MARCH 16, 2009; AND MONDAY, APRIL 27, 2009 FOR THE
PURPOSE OF DISCUSSING THE 171sT FOCUSED AREA STUDY. MOTION
CARRIED 4-0.
5.1. TH 10 Banner Policv
Staff report presented by Mr. Maurer. Mr. Maurer added that Elk River Municipal Utilities
has agreed to install and remove banners at no direct charge to the city. He added that the
estimated cost for the Utilities to put up and remove each banner is $200. The Council
offered the following comments:
^ Liked `Welcome to Elk River' banners at the ends of the light standards.
• Special event banners should be monitored to only be up for the appropriate time of
the event. Person responsible for determining if banners meet intent of policy
should be designated.
• Like to see consistency in banners.
Not in favor of private business advertising on city banners but okay for non-profits
^ Definition of type of organizations that are perniitted to display banners should be
consistent with those who are allowed to display signs on city property (language
should be taken from sign ordinance).
Mr. Maurer will come back with a draft policy and sample banners.
,._.--~ 5.2. Downtown Redevelopment Study
Mr. Gongoll presented the staff report.
Consensus of the Council was to reassemble the Downtown Redevelopment Task Force to
begin work on the Mississippi Connections Downtown Redevelopment Study but not until
after work on the 171St Focused Area Study is complete. Staff should begin contacting task
force members to gauge their interest in returning.
It was noted that some task force members may no longer serve on the advisory board or
commission for which they were originally appointed to serve as representative on the task
force. Council consensus was for all former members to be invited back.
Acting Mayor Zerwas expressed interest in having a Councilmember be a liaison to or a
member of the task force.
5.3. Landfill Discussion
John Kellas, Waste Management and John Shardlow, Bonestroo- provided an update on
the proposed Elk River Landfill south development area as outlined in their PowerPoint
presentation. Mr. Kellas noted that over a dozen public open houses have been held and the
public is welcome to visit the landfill office for a tour anytime during business hours.
