Independent School District No. 728 is requesting a conditional use permit to
construct temporary classrooms in front of the senior high building along
School Street.
Location
The northwest corner of Jackson and School Street (in front of the Senior
High School).

Overview
The School District is proposing to construct one temporary building with
dimensions of 55 x 77 (4,235 square feet) to accommodate four additional
classrooms. The single structure will have an internal design including a
central corridor providing access to each of the four classrooms, as well as two
conference rooms and two restroom facilities. The building's design and
accessibility will need to meet all the building and fire code requirements as
set forth by state building code.

Building Elevations
The building will have a fiat roof along with exterior materials consisting of
primarily a wood product. The proposed plans indicate a siding material of
T1-11 (plywood) as the primary external finishing material. The School
District has indicated that the building will be painted to match the existing
high school to provide compatibility between the two structures.
Please refer to the attached report to the Planning Commission for additional
information.
Police Department
Attached to the report to the Planning Commission is a memo from the police
department outlining two concerns that they have with the request for the
temporary building. These concerns are as follows:
1. Lack of natural surveillance.
2. Access to the site involves leaving the main school building.
To address the police department's concerns, staff has discussed with the
building official and fire chief the possibility of fencing between the existing
school and temporary facility as requested by the police department. This
can be accomplished as long as the handicap ramps and general access to the
building is not obstructed. This fencing requirement has been discussed with
the School District and they have agreed to install a 6 foot high chain link
fence to discourage after hours activity between the two structures.
Planning Commission Recommendation
The Planning Commission has recommended approval of the conditional use
permit for Independent School District No. 728 to allow the construction of a
temporary classroom facility with the conditions outlined in the staff report
and including the following condition:
o
If approved by the fire chief, a chain link fence be installed between
the two structures to discourage the use of the area after hours.
Recommendation
It is recommended the City Council recommend approval of the conditional
use permit for Independent School District No. 728 to allow the construction
of temporary classroom facilities with the following conditions:
1. The exterior of the building be painted to match the senior high.
As part of the project, for each tree removed as a result of the
temporary structures being constructed, an equal number of trees be
provided on site.

As requested by Elk River Utilities, one electrical hookup be provided
to the building.
All the building code requirements be met and satisfied prior to
issuance of a building permit.
The site plan and proposed temporary structures plan be approved
prior to issuance of a building permit.
o
If approved by the fire chief, a chain link fence be installed between
the two structures to discourage the use of the area after hours.

Overview
In order to accommodate the demand for additional space, the school district
is proposing to construct temporary classrooms in front of the existing senior
high along School Street. The proposed structure will be 55' by 76' (4,180
square feet) and be designed to accommodate four classrooms. The single
structure will have an internal design including a central corridor providing
access to each of the four classrooms, as well as two conference rooms and
two restroom facilities. The temporary structure will be placed on a series of
masonry piers to support the structure. To conceal the bottom of the

building, a skirting material supplied by the contractor will be provided
around the base of the building to give the buildings a finished appearance.
Building Elevations

The school district has been meeting with the building official to go over
pertinent building and fire code requirements as well as handicapped
accessibility to the structure. All of these issues will need to be resolved
prior to issuance of a building permit.
Police Department
Attached to this report is a memo from the police department outlining two
concerns with the proposed facility. Please refer to the attached memo from
the pohce department.
Recommendation
It is recommended the Planning Commission recommend approval of the
conditional use permit for Independent School District #728 to allow the
construction of the temporary classroom facilities with the following
conditions:

Site Planning recommendations
This memo is in regard to my concerns on the temporary structure proposed for the Elk River Sr.
High. I foresee several problems with this site plan:
1). Lack of natural surveillance.
2). Access to site involves leaving the main school building.
In # 1 I am concerned with the 25' x 150' corridor put on the north side of the temporary
structure. This creates an assembling area with n._~o surveillance from the parking lot, and very
little natural surveillance from any other area of the school.
In #2 1 am concerned with the temptation for students to leave the premises once they are outside
the building..
Recommendations:
I recommend attaching the temporary structure to the existing building. This will still define
clear borders and not make the temporary structure an isolated area.
And I also recommend putting a chain link fence on the east and west ends of the north side.
Making the corridor unusable by students, creating the perception of safety for all users.
