ERMUSR MISC MEMO 06-10-2008.''~ ~i Elk River Municipal Utilities 13069 Orono Parkway • P.O. Box 430 Elk River, MN 55330-0430 June 5, 2008 To: Elk River Municipal Utilities Commission Jerry Takle Jerry Gumphrey John Dietz From: Bryan Adams ~ Subject: Miscellaneous Issues Phone: 763.441.2020 Fax: 763.441.8099 Enclosed is the packet for the Tuesday, June 10, 2008 commission meeting at 4:00 p.m. With the cold and wet May weather, the electric and water usage is down. Please refer to the graphs in the financial section. Due to United Health Group data center testing, the electric department remains 8.7% above last year while water is 1.1 % below last years to date. There are a couple of other data centers looking at Elk River. Attached is my e-mail to Mortenson Development marketing Elk River. Great River Energy and Menards are partnering together to recycle fluorescent light bulbs. The Elk River Municipal Utilities and our local Wal-Mart store will also be doing the same. This will be a good project to help remove mercury from the waste stream. We have two governmental agencies desiring to place antennas on the Gary Street Water Tower. Ron Black is finalizing the necessary agreements. They are Sherburne County for the 800 MHz radio system and Metro Transit for the North Star Commuter Rail. MMUA's annual summer meeting is August 18-20, 2008 in Alexandria, Mn. Attached is the meeting program I plan to attend unless the commission desires otherwise. I would also encourage. this commission to attend. Data Centers tend to congregate together do to necessary infrastructure and security concerns. The two data centers in Elk River are located close to each other because land was available, good road access is in place, adequate waste water and water infrastructure is in place, looped fiber optic is available and reliable electrical power is provided with the required capacity. Based on the very preliminary information you provided me, the attached drawing reflects how we could electrically feed the proposed data center. Based upon on actual electrical capacity needed, we have options to utilize other substations also. North Star Access provided fiber optic service in this area and can be reached at 763-262-4170. They are good people and easy to work with. Elk River is in a unique position to service data centers. We have highway 10 going east -west and highway 169 going north -south both thru Elk River. We have necessary water and waste water capacity with adequate distribution and collection systems to meet a data centers needs in the established aareas. The electric infrastructure is well suited to serve any data center complex. The electric generation plants are very close with 600 MW Monticello Nuclear plant and 2200 MW Sherburne CO coal plant just west of Elk ''fiver. In Elk River GRE, operates a 30 MW RDF steam plant and are currently constructing a 150MW gas turbine power plant. Great .fiver Energy also operates a newly upgraded bulk 230 KV / 69KV substation in Elk River. The Elk River Municipal Utilities has 1 locations with 2- 28 MVA substations and 1 location with a 28 MVA & 22MVA substation for added reliability that could serve this facility. The substation shown on the attachment is a new 28MVA substation that could also serve this proposed facility This substation has 3- 69 KV transmission lines serving it for added reliability .The feeder from the substation to the facility would be underground to enhance reliability. Elk River has a excellent reliability record due the strong transmission, substation, and underground distribution system. If you need additional information, please do not hesitate to call.
