Hillside Crossing Planned Unit
Development
Issue
Consider modifying the fence requirements around the storm water pond in
Hillside Crossing Planned Unit Development.

Overview
The plans for Hillside Crossing Planned Unit Development included a storm
water ponding area that would be surrounded by a 4' high fence on the west,
north and east sides, and a 6' high fence on the south side along 193rd (see
attached site plan). The developers are requesting to change the fencing
requirement by reducing the height of the fence along 193rd from 6' to 4' and
eliminating the fence along the east portion of the pond which is adjacent to
the residential area. The request to eliminate the fence along the east is a
result of the fiat grades through this area which differs from the side slopes
around the other portions of the pond.
The City's policy to require fencing around storm water ponds has typically
been to require fencing when the side slopes of the pond are 3:1 or greater
(steeper). The side slopes of the pond adjacent to 193rd vary from about 5:1
to 3:1. However, this side of the pond is adjacent to a pedestrian system
(sidewalk) which may further necessitate some type of deterrent for access to
the pond.
It should be noted that around the entire pond, from the water level up the
side slope for about five feet, rock has been utilized at a slope of 1:1.

Therefore, although the side slopes leading down to the pond may be less
than 3:1, the rip rap area is still 1:1.
Attached is a letter from Marion Glines of Riverside Development, outlining
Riverside Development's improvement plan to enhance the ponding area
including the installation of the fence along the south, west and north sides
of the pond. Staff has also discussed with Riverside Development certain
improvements to the ponding area, such as the landscaping and sodding to
comply with the approved site plan and also, reduce the erosion that is
currently taking place.
Action Requested
The City Council is asked to consider the request by Riverside Development
to modify the fencing requirements around the pond in the Hillside Crossing
Planned Unit Development as follows:
A 4' high green vinyl-clad fence chain link fence be installed along the
south, west and north sides of the pond.

Dear Steve,
I am currently having topsoil placed around the retaining wall above the field stone and the Keystone
Block. There will also be topsoil placed between the pond and 'the 193rd Ave. sidewalk and the street
curb. Trees and shrubs will be installed above both walls on the north and west sides of the pond,
These plantings will be a combination of deciduous and coniferous varieties, The slope on the south
side of the pond will have a scattering of deciduous trees, All topsoiled areas will be seeded with a
range mix.
Fencing will be placed 5 (five) feet back from the Keystone wall on the north and west side of the
pond or whatever fits the slope best. The fencing on the south side of the pond will be placed at the
grade break in the slope between the pond and the sidewalk. This will allow for lawn maintenance
accessibility where the slope is more gentle. We are not proposing any fencing on the east side of the
pond. The land is very fiat and transitions well into the neighbors back yards. The subject fence will
be green vinyl clad chain link and 4 (four) feet in height.
