Because a job description was not previously done, a job description has been drafted and is attached for your review. The duties reflected on this job description are what Glenn Sundeen now does except for item #3. Currently Glenn does the design of underground and overhead distribution system, where in the future it will be assist the manager of operations in the design. One of our commissioners asked if the duties are reduced by assisting in design instead of doing the design should the job evaluation points be reduced. Hay Management Consultants established job points in the 1997 time frame when our organization was much smaller. With the recent retirement of assistant office manager Vivian Schmidt, it appears to be a good time to evaluate all of the management jobs. Hay Consultants Group did this evaluation and their report is enclosed. All of the job points increased except one, due to the increased size of the organization increasing the accountability functions. The water superintendent points decreased because previously this position also was responsible for the electric meter shop. With the addition of Manager of Engineering position, the meter shop responsibilities went from Water Superintendent to Manager of Engineering. The question for this commission is...does the Electric Superintendent job description meet your expectations and how involved do you want to be in the selection process considering we are looking at two internal candidates. Elk River Municipal Utilities Job Title: Electric Superintendent Job Summary: This position oversees the electric distribution system and power plant facilities including the day to day direction of the associated personnel. This position reports to the General Manager. FLSA Status: Exempt Job Duties and Responsibilities: 1. Directly supervises and coordinates the day to day operation of the electric department including distribution, substations, and power plant. Coordinate work with other departments as required. 2. Identifies and priorities projects and assigns work to personnel ensuring a productive and safe working environment. Monitors safety compliance of equipment. 3. Assists in the design of overhead and underground distribution system with manager of engineering. 4. Provides information to purchasing department to ensure proper materials and equipment is on hand to operate efficiently. 5. Provide short and long range planning for electric system improvements. Plans for future territory acquisition. 6. Meets and works with developers, contractors, and customers to coordinate and construct the necessary electric infrastructure. Locate transformers and size properly. 7. Produces budgets for known projects. Assists General Manager in preparing annual electric budget. 8. Provide cost estimates for projects to be billed and establish a deposited amount. 9. Monitor feeder and substation loads and balance as required. 10. Provide detailed switching instructions for feeder and substation load relocations 11. Stay current in industry trends including safety compliance, DOT regulations, NESC code changes, and new material, equipment, and design advances. 12. Other duties as assigned Job Qualifications: 1. High School graduate with 1 year vocational training as an electric lineperson. 2. Minimum lineperson classification and being very knowledgeable about electric distribution system 3. Ability to obtain class B State of Minnesota drivers license 4. Demonstrable leadership ability along with good employee and customer relations skills 5. All but the Assistant Office Manager fall in the senior management group. The General Manager position is the most senior management position in the organization and reports to the Elk River Utility Commission. The position is responsible for the overall success of the utilities and the satisfaction of all electric and water customers. Three of the four positions that report directly to the General Manager, Electric Superintendent, Supervisor Engineering Services, and Superintendent of Water, have direct impact on customer service through providing the actual electric and water services. The Finance Director impacts success through management of the administrative functions and ensuring appropriate customer outcomes in terms of billing services. Most of these evaluations have changed from previous analyses largely due to changes in the size and scope of the organization. Bryan, based on my understanding of the jobs and in comparison to history, positions, and structure, I feel that these evaluations appropriately reflect the scope and relationship of the positions within Elk River Municipal Utilities.
