This is to inform the City Council that we have received a
Minnesota C.O.P.S. Fast grant. The City Council authorized me to
submit a grant request for two (2) officers; however, we only
received funding for one (1) officer.
There were a total of thirty-two (32) positions funded; and of
this, twenty (20) positions went to Minneapolis and Saint Paul.
The remainder went to twelve (12) communities, mainly in the metro
area. I am enclosing the list of cities for your review.
The difference in this grant versus U.S.C.O.P.S. Fast is that all
of the $75,000.00 (Seventy-five thousand dollars) is received up
front, so interest can be earned.
The City Council needs to decide whether or not to accept the grant
and to pass a resolution authorizing the grant application for
funding from the Hiring of New Officers from the category of the
1996 Omnibus Crime Prevention Act and the receiving of these funds.
I recommend that the City Council authorize and accept these funds.
I will be in attendance at Monday's meeting if you should have any
questions.

This is to formally advise you that your agency has been selected to receive $75,000.00 in funding
from the Hiring of New Officers category of the 1996 Omnibus Crime Prevention Act, or "Crime
Bill" as it has become known.
A total of $3,641,725 in requests were received for this category which has a total appropriation
of $2,539,500. It was the intent of Governor Amc Carlson and the Minnesota Legislature in
passing this Act to provide up to $75,000 to cover the costs associated with the employment ora
new officer or deputy for three years. On the basis of your application, we believe you will meet
this intent.
Within the next two weeks you should receive the actual contract between the State of Minnesota
and your jurisdiction. Upon this office receiving the appropriately signed contract, the funds will
be disbursed.
Later this year you will be required to provide the Department of Public Safety with data
describing how the funds were used and if you achieved the goals denoted in your grant
application. It is our intention to use this documentation to seek similar funding during the 1997
Legislative Session.
