River FROM: DATE: SUBJECT: MEMORANDUM Mayor and City Council Phil Hals, Street/Park Superintendent July 8, 1996 Downtown Gazebo The downtown Riverfront Committee recently approached city staff regarding the construction or reconstruction of a gazebo in the Jackson Square parking lot. The committee's suggestion was to put a small gazebo in the square, near the intersection of Main Street and Jackson Ave. The building would occupy the green area adjacent to the sidewalk, plus, one parking stall to the north. This would serve at a "point of interest" for people visiting downtown. A building size of 12 feet was discussed. My concerns are as follows: · Will the location of this building inhibit sight lines for the Jackson/Main intersection? · What will be the major use for the building? · Who will maintain the building? · Is there a need for spectator room around the building? · Is there a need for electrical service? · The installation will involve removal and replacement of 30- 50 lineal feet of curb and gutter. · How will this gazebo be funded? It would require the removal of two parking stalls and replacement of concrete curb (see sketch). The Gazebo would be 16' - 20' fk in diameter and of wood construction. We have been meeting with city staff and other downtown business owners regarding location and size. We feel this is best suited because of the distance from the noise of Highway #169 and the railroad. This location highlights the center of the Historic Downtown area. The Gazebo (or bandstand) could be used for a variety of functions as well as a spot to rest. The view to the south would be of the Mississippi River. I am currently taking bids for the time and material to erect the Gazebo (bandstand) and to install the necessary curb and gutter. We feel that locating a replica Gazebo in the center of downtown would be a positive for the community. If you have any questions please feel free to call me at 241-1801.
