SUBJECT: Meadowvale Heights - Hiking/Biking
Trails
On June 12, 1996, about twenty residents from the Meadowvale Heights
development appeared before the Park and Recreation Commission in
opposition to the proposed hiking/biking trails.
The arguments against the trail were basically as follows:
· An eight foot bituminous trail with a five foot boulevard takes a lot away
from their front yards.
· The trail in the south western corner is a dead end at the railroad tracks.
· Elgin Drive is a residential street with local traffic, which allows
pedestrian use of the street.
· The trail between Elgin Drive and Denver Street will negatively impact
back yard drainage and is only slightly shorter in distance than following
the street.
There were no strong sentiments expressed, pro or con, for the trail in the
northeast corner of the plat. All present were in agreement that the trail
that links the city park in the northwest corner (off Elgin Court) should
remain.
Staff Recommendations
· Remove Class 5 base that has been installed on all trail areas, except the
access trail to the city park, and place topsoil and seed in those areas.
· The city retain the easements for future park use.
· The trail access to the city park be completed in the near future.
· The UPA pole in the trail from Elgin Drive to Denver Street remain as is
and the moneys from this project be used for other park development.
Since only two members of the Park and Recreation Commission were
present and there was not a quorum, no formal action was taken. It was the
consensus of those present that they agreed with staff recommendations.
