RIVERVIEW HEIGHTS AREA FEASIBILITY STUDY
ORONO LAKE 3RD ADDITION FEASIBILITY STUDY
Dear Council Members:
Attached are feasibility studies for the three above-referenced projects. All of these
involve providing City sewer and water along with permanent bituminous streets and
storm drainage to existing neighborhoods.
To move these projects forward, the next step would be to consider the attached draft
resolutions receiving the feasibility reports and ordering the public hearings. You will
note from the draft report that staff is recommending all three public hearings be held on
August 5, 1996. We have tentatively set the Naples Street and 186th Avenue for 6:00
p.m., the Orono Lake 3rd Addition for 6:30 p.m., and the Riverview Heights Area for
7:00 p.m. We would recommend adoption of the attached resolutions with any changes
the Council might like to see in the dates or times for the public hearings.
If you have any questions regarding any of this information, I will be in attendance at
your July 8, 1996, City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION RECEIVING THE FEASIBILITY REPORT
AND ORDERING A PUBLIC HEARING ON THE
IMPROVEMENT IN THE MATTER OF THE
NAPLES STREET AND 186TH AVENUE IMPROVEMENT OF 1996
WHEREAS
WHEREAS
the Feasibility Report ordered by the Council in Resolution 96-24 has been
prepared with reference to the Naples Street and 186th Avenue improvement and
was received by the City on July 8, 1996; and
the Feasibility Report provides information regarding whether the proposed project
is necessary, cost-effective, and feasible;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The City Council will consider the Naples Street and 186th Avenue improvement as
described in the Feasibility Report and the assessment of the property abutting this
proposed improvement for all or a portion of the cost of the improvement pursuant to
Minnesota Statutes, Section 429 at an estimated total cost for the improvement of
$547,200.
A public hearing shall be held before the City Council on the proposed improvement on
the 5th day of August, 1996, at 6:00 o'clock p.m. at Elk River City Hall Council
Chambers.

The City Administrator shall provide ten days mailed notice and two weeks published
notice on the hearing as required by law.

The City Council will consider the Orono Lake 3rd Addition improvement as described
in the Feasibility Report and the assessment of the property abutting this proposed
improvement for all or a portion of the cost of the improvement pursuant to Minnesota
Statutes, Section 429 at an estimated total cost for the improvement of $451,800.
A public hearing shall be held before the City Council on the proposed improvement on
the 5th day of August, 1996, at 6:30 o'clock p.m. at Elk River City Hall Council
Chambers.

the Feasibility Report provides information regarding whether the proposed project
is necessary, cost-effective, and feasible;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The City Council will consider the Riverview Heights Area improvement as described in
the Feasibility Report and the assessment of the property abutting this proposed
improvement for all or a portion of the cost of the improvement pursuant to Minnesota
Statutes, Section 429 at an estimated total cost for the improvement of $2,712,400.
A public hearing shall be held before the City Council on the proposed improvement on
the 5th day of August, 1996, at 7:00 o'clock p.m. at Elk River City Hall Council
Chambers.
The City Administrator shall provide ten days mailed notice and two weeks published
notice on the hearing as required by law.
