JOPLIN STREET INTERSECTION / NORTH FRONTAGE ROAD
MnDOT COOPERATIVE AGREEMENT
Dear Ms. Johnson:
Attached are two copies of a resolution and a Cooperative Agreement for the Joplin Street
Intersection/North Frontage Road project. This is one more step in getting this project
accomplished. This Cooperative Agreement spells out the participation and the method
of payment for all of MnDOT's participation, with the exception of the signal. There will
be a second Cooperative Agreement to cover the signal which will be forthcoming. This
Cooperative Agreement has the standard language that we have seen in all other
agreements. It requires MnDOT to give concurrence to the award of the contract and it
spells out MnDOT's participation based on our preliminary estimates. After the contract
is let, there will be a new participation calculation done based on the actual bid. The City
can ask for payment from MnDOT after the contract is awarded and the documents
executed with the Contractor.
The remaining items to be accomplished on this project are the Cooperative Agreement
for the signal which we expect shortly, the Haman easements executed, and the
extinguishment of driveway rights for the Hartman rental property. These are in the
possession of Mr. Haman and I understand from his attorney that he is actively trying
to get the consent from mortgage companies, so we expect these documents back from
Mr. Hartman in the near future. The final thing that we will need from MnDOT is an
agreement to open up Joplin Street on the north side of Highway 10. They will be
preparing that in the near future. Once we have all these documents prepared, we expect
the Central Office to approve the plans for bidding. It appears from the amount of
paperwork left to be done that it will be sometime toward the latter part of July before we
receive approval to bid the project.

RESOLUTION
BE IT RESOLVED that the City of Elk River enter into Agreement No. 74958 with the State
of Minnesota, Department of Transportation for the following purposes, to-wit:
to provide for payment by the State to the City of the State's share of the cost of grading,
aggregate base, bituminous surfacing, concrete curb and gutter and storm sewer construction
and other associated construction to be performed upon, along and adjacent to Trunk
Highway No. 10 from 185th Avenue to Naples Street within the corporate City limits in
accordance with plans, specifications and/or special provisions designated as State Project
No. 7102-87 (T.H. 10=003).
BE IT FURTHER RESOLVED that the proper City Officers are hereby authorized and
directed to execute such agreement.
