SUBJECT: Request for Recreational Field
Development Funding
The Park and Recreation Commission has discussed development of the
recreation complex at 165th street with staffinput from Phil Hals and is
requesting Council review and consideration of the development of this
property.
The development consists of at least two phases. The first phase which the
Commission would like started in 1996 consists of a four ballfield wheel. The
second phase to be completed at a later date consists of two ballfields. An
additional phase(s) would include soccer fields.
Phil Hals has done some prehminary design work and has estimated
development costs for the first two phases of this project. The cost for phase
one is approximately $200,000; this estimate does not include hghts,
bleachers, a scoreboard or a concession building. 1996 expenditures would
include grading, well, pump and irrigation totaling $73,000. The remainder
of the costs would be incurred in 1997. Phil has indicated that the fields may
b__~e usable in 1997 ff construction starts soon; ff not, the fields would not be
available for use until 1998.
The costs for phase two are estimated at $108,000. The timing of phase two
is unknown at this time. Costs and timing of future phases for soccer fields
have not yet been determined.
A proposal for funding the field development was submitted by Park and
Recreation Commissioners Dana Anderson and Dave Anderson. The
proposal indicates that youth baseball and girls softball would contribute
$15,000 per year for four years and adult softball would contribute $5,000
per year for four years. The proposal requests that the remaining $120,000
be funded by the city. Based on this proposal the city would initially fund
the entire project and be repaid $80,000 as stated above.

As noted, this proposal calls for initial city funding of $200,000 ($73,000 in
1996 and $127,000 in 1997). Typical funding for recreation projects includes
park dedication funds, annual budget allotments to the park department,
and various reserve funds. The park dedication fund has a fund balance
after encumbrances of approximately $75,000. Park reserves in the amount
of $50,000 are available in the equipment and capital outlay reserve.
However, if these funds are used for this project, funds would not be
available for the other park development including the annual park capital
outlay improvements of approximately $25,000.
Representatives from the Park and Recreation Commission, Phil Hals and I
will be present to discuss this issue in more detail on Monday. If, after
discussion, the council wants to proceed with this project as proposed by the
Park and Recreation Commission, staff will review options on financing the
$120,000 city contribution and the $80,000 cost to be repaid over time and
present detailed financing information at an upcoming Council meeting.
