Agenda Section Meeting Date Prepared by Consent Febru 9, 2009 Lori ohnson, Ci Administrator Item Description Reviewed by Authorization of Engineering Services by BDM Consulting Engineers for Eligible Federal Stimulus Projects Reviewed by Action Requested Authorize BDM Consulting Engineers to proceed with engineering work for the Main Street overlay project at a cost not to exceed $35,000 and the Main Street/highway 169 turn lane project at a cost not to exceed $13,500 as outline in the attached memo from Terry Maurer. Background/Discussion City staff has identified several projects that may be eligible for federal stimulus money if it becomes available. At this time it's unclear how much stimulus money, if any, will be available and what the program timelines will be. It has been made clear, however, that in order to qualify the projects need to be ready for construction within a very short time frame, meaning the engineering work needs to be completed so the project is ready to bid. The two projects above have been identified as possible eligible projects if the engineering work is started now. These projects are included in the City's capital improvement plan and are scheduled to be City funded if stimulus money is not allocated to the City. Financial Impact The not to exceed cost for these two projects would be $48,500 with funding coming from the Street Improvement Reserve. It is expected that if the projects qualify for stimulus money, the engineering costs would be recaptured as part of the project cost. This solicitation is for projects that are not currently on the State Transportation Improvement Program (STII'), but can be eligible for Federal funding. The other requirement is that the projects be able to get environmental clearance quickly. I have submitted two projects that we have talked about in the past. The first is the overlay of Main Street from Lowell Avenue to the intersection of Orono Road. The second project is the extension of both right turn lanes on Main Street at the intersection of TH 169. Both of these projects are in the city's current 2009 CIP. In order to ensure. that we can submit the environmental documentation in a timely fashion and ensure that our projects are "shovel-ready" it will be necessary to immediately begin work on these projects. The estimated engineering cost for the Main Street overlay project including preparation of the environmental documentation, preparation of the construction plans, and reviewing with MnDOT personnel so that the project is in a biddable form would run approximately $35,000.. This estimate does not include a feasibility study or any public involvement at this time. A similar scope of services for the two right-turn lane extensions on Main Street at TH 169 is estimated to cost $13,500.
