In the process of constructing our proposed 2008 capital budgets, we found some maintenance
items that should be addressed. These items are building roof inspections, substation
maintenance and water treatment plant electrical inspections.
The roofs of our operations area and six water treatment plants have not been recently inspected
and we know we have leak issues at two of our treatment buildings. McDowell Company will
inspect and provide a report and necessary cost estimates for $979.00. This is part of a roof
management program they offer. Staff recommends we do this inspection on an annual basis.
We have been building substations on a regular basis but have been poor at doing annual
maintenance. We are proposing to use Utility Plus in Elk River to do a complete substation
maintenance program at a cost of approximately $15,000 per substation. With seven substations,
we are proposing to do one substation per year. This will include 69KV circuit breaker,
inspection and testing, transformer and LTC testing, inspection and filtering oil, re-closure
inspection testing and lubricating. We are proposing to start this program late this fall.
In the water department, we perform maintenance on one well per year resulting in a seven year
cycle at an approximate cost of $25,000/year. Unfortunately we have never looked at the
electrical panels in the filter plants. Due to the wet conditions and presence of chlorine and
fluoride, both very corrosive, the condition of the electrical gear and protective system is in
question. Dymax, a St. Paul company is proposing to do a complete inspection, lubrication,
verify connection, check trip devices and clean electric gear in all seven facilities at a cost of
approximately $12,500. Staff recommends this work be initiated late this fall.

4) Check all arc chutes as needed.
5) Check all connections for tightness.
6) Blow dust and dirt from breaker and arc chutes.
7) The trip devices shall be high-current tested as follows.
a) Long time delay element: (if applicable) Apply a current of 3 times the LTD pick-up
value to each pole, recording current and times required for breaker to trip.
b) Short time delay element: (if applicable) Apply a current of 1.5 times the STD pick-up
value to each pole, recording current and times required for breaker to trip.
c) Instantaneous element: (if applicable) Test by applying a rapidly increasing current,
recording value which caused breaker to consistently trip instantaneously.
d) Ground Fault element: (if applicable) Apply a test current of sufficient magnitude to
ensure proper trip time given breaker settings.
8) Contact resistance will be measured with the use of a low resistance ohm meter.
9) Furnish report.
Motor Starter and Contactors)
1) Check equipment ground to assure continuity of connections.
2) Check closing coils for proper operation.
3) Clean all contacts and magnetic surfaces.
4) Blow dust and dirt from contactor and arc chutes.

DYMAX is a NETA (International Electrical Testing Association) Certified Company. DYMAX's
testing programs are exceptionally thorough and performed by trained, NETA certified field
engineers and technicians.
Payment terms are Net 30 days from date of invoice. Overdue accounts will be charged
interest at a rate of 1.5% per month.
DYMAX warrants that any work performed and any material provided shall be free from
defects under normal use for a period of 1 year. DYMAX shall repair or replace, in its
sole discretion, any product provided by DYMAX that it determines was defective
provided it receives written notice of such defect during the warranty period. DYMAX
shall not be responsible for any kind of indirect or consequential costs or damages.
