SUBJECT: HPC 2008 Annual Report to Minnesota Historical Society
For your information, I have attached the Annual Report the Heritage Preservation
Commission is required to submit to the Minnesota Historical Society (MHS) every year.
This report is required to maintain the City's Certified Local Government status which
allows the City to be eligible for funding from the MHS.

Annual Report

The following is the annual report of the Elk River Heritage Preservation Commission (HPC) for January 1,
2008 -December 31, 2008. The report was prepared according to the guidelines outlined in "Procedures for
Applying for and Maintaining Certified Local Government Status (CLG)." The Minnesota State Historic
Preservation Office (SHPO) administers CLG status fox the National Park Service in Minnesota. An annual
report is one of the requirements fox maintaining CLG status.

The Heritage Preservation Commission consists of seven members appointed by the City
Council. Terms are three years beginning on the first day of March. Members are appointed
by the City Council and do not need to reside in Elk River but it is expected that a
preference will be given to Elk River Residents. The HPC shall include, if available, a
member of the Sherburne County Historical Society.
The HPC meets at least four times each calendar year. Meetings are held the third Thursday
at 6:00 p.m. in the Uppertown Conference Room at the Elk River City Hall and are open to
the public. Minutes of each meeting are recorded, filed at City Hall and can be reviewed on
the city's website.
2008 Proiects
Ongoing Review of Development Proposals
The City of Elk River Heritage Preservation Commission (HPC) continued its review of
development proposals in 2008 using the archaeological modeling completed for the city.
The HPC considers whether the potential of proposed developments will negatively affect
sites that are likely to yield information important to prehistory or history. If such a site is
indicated, the HPC recommends to the Elk River City Council that a Phase I Archaeological
Survey is done (for the known sites) or that any item or condition found indicating the
potential presence of such a site be reported to the city immediately. Further, the city
reserves the right to stop the work until the site is appropriately investigated before the work
can be authorized to continue by the city.
Archaeological Work
Due to budget cuts the City was unable to continue the archaeological work at the Alan
Hoebelheinrich property which allowed public participation.
Annual Statewide Historic Preservation Conference
In September 2008, three staff members and one HPC member attended the conference in
Northfield, MN.
2009 Proposed Projects
Local Historic Designation
In 2009 the City's HPC will be considering local historic designation in a residential area of
downtown Elk River. The HPC will be hosting meetings to encourage residents to
voluntarily participate in the creation of a Historic Preservation Overlay Zoning District and
will also work on developing architectural standards for this area.
Book Proposal
The City of Elk River's HPC is in the process of publishing a history tabletop book through
Arcadia about the City of Elk River. The book will cover the time period prior to 1900. The
book will briefly focus upon Native American battles, and also include information on fur
trading, the Civil War (and those who settled here following the war), businesses, the potato
market, etc. There is potential to have a second book if this one is successful
Preservation of Water Tower
The City's HPC is also trying to determine how to raise funds to preserve the old downtown
Elk River Water Tower (circa 1920). It needs to be painted at the cost of $128,000 because
of lead-based paint. The HPC was given until September 2009 to find the funding to
preserve it or it will be torn down.
