Grant to fund River's Edge walking trail.
Background Discussion
One part of the upcoming economic stimulus package that appears to be certain is that there will be
approximately $20 million for transportation enhancements, such as trails, allocated for Minnesota. Staff
submitted a request for $1.2 million for the construction of the downtown to Babcock Park trail. Design
and engineering fees would be approximately $167,000 and it is not clear at this time whether these costs
would be eligible for funding through the stimulus bill.
Staff has identified the DNR Local Trails Connection Grant as a potential funding source for these
design fees. This grant program is designed `~'o promote relatively short trail connections between avhere people live
and desirable locations': The maximum grant is $100,000. As part of this grant application a City Council
resolution is required.
Financial Impact
The preliminary estimate for this project is $1.362,946. The stimulus funding and the Local Trail
Connection Grant would cover $1.3 million of this cost. This project would be contingent upon both
the state and federal funding sources becoming available.

Loca[ Tail Connections Program
Program Purpose: To promote relatively short trail connections between where
people live and desirable locations, not to develop significant new trails. For more
details, download the ~rogra_m ir~~'~rm~tEOn sheet,. P^~
Eligible Projects: Land acquisition and trail development. Projects must result in
a trail linkage that is immediately available for use by the general public.
Local/area support must be demonstrated. Acquisition of trail right-of-way is
eligible only when proposed in conjunction with trail development. Lands
purchased with this fund require a perpetual easement for recreational trail
purposes and atwenty-year maintenance commitment by the project sponsor.
Ineligible Projects: Projects inside state park boundaries and state trail corridors
and elements of the Regional Open Space System in the Twin Cities Metro System
are not eligible.
Who May Apply: Cities, counties, and townships.
Priorities: Priority is given to projects with residential connections to state and
regional facilities. A secondary purpose of the program is to develop linkages to
existing trail segments.
Level of Assistance: Minimum grant - $5,000. Maximum grant - $100,000.
There is a 50% "cash match" for. eligible elements of the project proposal. Neither
this funding source nor the "cash. match" may be used to meet existing payroll
(i.e., only contract services, materials, and supplies are reimbursable). Matches
may not include other state funds, Metropolitan Council Grants, or Federal
Recreational Trail Grant Program. Costs must be incurred and paid for before
reimbursement: This grant may serve as a partial- local "match" for a SAFETEA-LU
(formerly ISTEA, TEA-21} Enhancement Project.
General Information: Projects under the current solicitation must be completed
by )une 30, 2011.
How to Apply: The complete application is due annually on February 27.

RESOLUTION 09-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION AUTHORIZING STAFF TO SUBMIT AN APPLICATION FOR A
DNR LOCAL TRAILS CONNECTION GRANT
WHEREAS, The City of Elk River recognizes the importance of providing high quality
recreational resources to the community; and
WHEREAS, The City of Elk River recognizes the need to partner with other governmental
agencies in order to improve natural areas in a cost effective manner; and
NOW, THEREFORE, BE IT RESOLVED, by the City of Elk River that a trail connecting
River's Edge Downtown Park and Babcock Park would be a benefit to the people of Elk River and
the neighboring communities.
BE IT FURTHER RESOLVED that the City of Elk River has the legal authority to apply for
financial assistance, and financial capability to meet the match requirement and ensure adequate
construction, operation, maintenance, and replacement of the proposed project for its design life.
BE IT FURTHER RESOLVED that upon approval of its application by the state, the City of Elk
River may enter into an agreement with the State of Minnesota for the above-referenced project, and
that the City of Elk River certifies that it will comply with all applicable laws and regulations as
stated in the grant agreement including dedicating the park property for outdoor recreation uses into
perpetuity.
NOW, THEREFORE BE IT RESOLVED the Director of Parks and Recreation is hereby
authorized to execute such agreements as are necessary to implement the project on behalf of the
applicant.
