Staff recommends the EDA consider approval of the Proposal for Consulting Services, from
Cincinnatus, Inc. for the purpose of updating the Economic Development Strategic Plan.
Background/Discussion
The Economic Development Strategic Plan provides a framework for the Commissions to work within
and focuses staff energies on those priority areas important to the economic health of the City.
The first Economic Development Strategic Plan was adopted in May 1997. The Plan was updated again
in 1999 and 2004. The most recent version of the Plan is dated 2004-2007. The EDA budgeted and
contracted with a facilitator for all three of the previous Plan updates.
EDA President Dwyer and staff recently met with Mr. Kent Eklund of Cincinnatus, Inc. for
consideration as a facilitator for the planning worksession. Cincinnatus, Inc. provides strategic planning
and leadership development services to non-profit, business and government agencies. The firm's recent
governmental clients include the cities of New Brighton, Arden Hills, Roseville and Brooklyn Park.
Following the introductory meeting, Mr. Eklund was asked to submit a proposal, which is attached for
the EDA's consideration. The proposal is consistent with staffls discussions with Mr. Eklund. The
approach for updating the Plan would include one - 4 hour worksession to include a joint meeting of the
EDA, HRA and City Council. Staff recommends the regular EDA and City Council meeting for
April 13, 2009 be dedicated to conducting this joint worksession. Alight meal and beverages will be
provided.
Financial Impact
The EDA 2009 budget for Professional Services includes an amount to complete an update of the
Strategic Plan. The Cincinnatus proposal of $2,000 fits within the budget for this project.

Subject: Proposal to provide planning consultation and facilitation services for the
development of the Economic Development Strategic Plan for 2009 - 2012
INTRODUCTION:
Cincinnatus is proud to offer its services through Kent Eklund to assist the
City of Elk River to develop its Economic Development Strategic Plan for
2009 - 2012. I have included my personal biography and a brochure that
describes our company. This project outline results from two conversations I
had with city officials on March 3, 2009. We are a customized planning firm
utilizing the templates our clients are comfortable with. As our starting point,
we intend to use the 2004 - 2007 Economic Development Strategic Plan.
Our process is divided into two phases.
PHASE I: DESIGN AND AGENDA BUILDING.
In order to plan an agenda that meets the needs of the participants, we propose
telephone interviews. We will spend 15-20 minutes with each member of the
City Council, the EDA and the HRA. Based on these interviews that will be
confidential and only be used for agenda building purposes, I will meet with
the city staff to develop an agenda that meets the needs of the participants
while increasing the ownership of the final product.
PHASE II: FACILITATION AND DOCUMENT EDITING:
On Monday, April 13, the participants will meet for afour-hour planning
session utilizing the agenda designed in Phase I. I will serve as the facilitator,
timekeeper, and decision assistant. My role will be to lead an open meeting in
which everyone is comfortable participating and moves through the agenda. I
will actively listen and "tee up" decisions at the appropriate time in the
conversations. I will never make any of the decisions since this has to be a
plan owned by the participants from Elk River, not the outside consultant.

KENT E. EKLUND
Mr. Eklund, Chairman of Cincinnatus, offers a broad range of senior
management skills and experience. His background allows him to
work comfortably with public, private, and not-for-profit
organizations. With Cincinnatus, Mr. Eklund provides leadership
support services focusing on strategic planning, leadership search
support services, interim leadership, board development, and
confidential leadership counsel.
Prior to joining Cincinnatus, Mr. Eklund was President of CEO+, a
Minneapolis-based consulting firm assisting in business transitions,
executive searches, and providing interim management at the
executive level. Before this, he served as President and CEO of
Parkside Senior Services, President and CEO of Ebenezer Society,
and Vice President of Market Development with Lutheran
Brotherhood.
From 2003-2008, Eklund left Cincinnatus as a full time consultant to
serve as the President of the Fairview Foundation. He returned to
Cincinnatus in December of 2008.
Mr. Eklund's public service background includes service as a
commissioner of two departments under Minnesota Governor Quie
and as Mayor of the City of Northfield, Minnesota. Concurrently, he
was the Chair of the Political Science Department at St. Olaf
College.
Mr. Eklund holds a Ph.D. from the University of Pennsylvania in
Political Science with specializations in planning and organizational
theory. He currently chairs the boards of directors of Courage
Center and Ebenezer. He also serves on the boards of
VocalEssence, Search Institute, the Greater Minneapolis Council of
Churches, and Park Midway Bank. He is an Associate Adjunct
Professor at Hamline University's Graduate School of Management.
He also serves on the Board of Regents of the Schools of Graduate
and Professional Programs of Saint Mary's University of Minnesota.

The Story of Cincinnatus
The early Roman nobleman Lucius Quinctius Cincinnatus
was an exemplary strategic consultant. In 458 BC, Rome
was in peril. An enemy arnty stood at the city's gates-an
