The Elk River site on CO RD 30 near US HWY 10 and Waco Street that is being considered for the
proposed data center is well suited to support their utility needs. Elk River Municipal Utilities' (ERMU)
electric distribution system is well built and maintained with excellent reliability. This is directly reflected
through our 2008 IEEE reliability index numbers: SAIFI (System Average Interruption Frequency Index)
= 0.618, SAIDI (System Average Interruption Duration Index) = 17.31min, and CAIDI (Customer
Average Interruption Duration Index) = 28min.
Within an approximate four-mile radius of this site, ERMU has three substations suitable to serve the
proposed 15MW data center (refer to attached map). With minimal redistribution of load, the West
Substation (with a 28MVA transformer and a 22MVA transformer) and the Station 14 Substation (with
two 28MVA transformers) would have the capacity required to serve the requested load. The Station 14
Substation would be the optimal source due to its location adjacent to Great River Energy's 30 MW RDF
steam plant and their new 150MW gas turbine power plant. The Waco Substation (with one 28MVA
transformer) is designed to expand for a second 28MVA transformer. Due to another data center currently
being supplied from the Waco Substation, this substation could only provide temporary power for the
proposed data center without adding a second transformer. The distribution voltage is 12.47kV. Currently
at this site, ERMU would be able to provide 2MW without infrastructure upgrades and up to SMW with
minimal infrastructure upgrades.
To provide the requested 15MWs, two new feeders would be required at the expense of ERMU. The twin
feeders would be separate and not parallel service entrances. To eliminate the possibility of a third party
having the ability to parallel two substations without utility involvement, Elk River Municipal Utilities
would prefer the feeders originate from one substation. Serving the facility from two feeders originating
from two different substations would be permitted provided the feeders served two separate service
entrances with lockout safeguards that would prevent the feeders from being paralleled without ERMU
control. These safeguards would require prior ERMU approval and would be at the expense of the data
center owner. The construction of the two new feeders could begin as soon as this spring. Dependant
upon route, configuration, and material lead times, the project could be complete within approximately 12
to 18 months. The existing available 2MW to SMW would still exist as non-dedicated backup, but would
be subject to change as required by ERMU.
The data center owner would be required to pay for one-half of the metering facility costs for the project.
These costs are currently estimated at $70,000 but are subjected to change depending on final metering
arrangements proposed by the data center owner. The proposed data center would be billed according to
the Commercial/Industrial Rate class (refer to attached rate tariff sheet).
