Elk River Municipal .Utilities has given the Heritage Preservation Commission until Sept
2009 to come up with a plan to save the Jackson Street Water Tower. Recently, more
activity/interest has occurred in preserving this land mazk, so we did another examination
of the structure and made more inquiries to more accurately assess the costs associated
with preserving it.
Attached is a lab test result performed by Corrosion Control consultants & Labs,
subcontractor to KLM Engineering, Inc, which shows the presence of lead based paint.
Initial cost estimates were 25K for touch-up painting and SOK to completely repaint the
structure. That cost is now estimated to be 128K because the level of lead requires sand
blasting to bare metal, and that means draping the tower and disposing of the paint as
hazazdous material.. Repainting every 20 years is required.
Elk River Municipal Utilities has budgeted 35K in 2009 to demolish the structure. No
new estimate has been made to determine if that is adequate to cover demolition now that
the structure is considered hazardous!
A power point presentation revealing the present state of the structure will be available at
the Commission meeting should you wish to review it.

Dear Mr. Adams;
Thank you for the opportunity to assist you with the testing of the paint chips on the
above referenced project.
Seeing as how I seem unable to email you I have attached the test results from Corrosion
Control Consultants and Labs, Inc. which show that the exterior paint is classified as
lead-based paint. The two (2) samples test at 0.49% and 1.2%. Minnesota classifies lead
based paint as any coating containing 0.50% or above. Given the potential for error in
sampling and results slightly lower then actual, you have paint that should be considered
as lead-based paint.
The Chromium content is not high enough to cause problems.
