I, Stephanie Klinzing, Mayor, hereby request special meetings of the Elk River City Council,
Planning Commission, and Economic Development Authority on Tuesday, February 17, 2009;
Monday, March 16, 2009; and Monday, Apri127, 2009, 5:30 p.m., at Elk River City Hall, 13065
Orono Parkway, Elk River, Minnesota.
The purpose of the meetings is to discuss the 171tit Avenue Focused Area Study.
In accordance with State Statute, I hereby request the city clerk to post this notice at least three days
prior to the meeting date. I further request the city clerk to notify each member of the City Council,
the Planning Commission, and the Economic Development Authority of these special meetings, in
writing, at least one day before the meetings.

MEMORANDUM
TO: FAST Study participants

SUBJECT: I"meeting objectives
At 5:30 p.m. on Tuesday, HKGI will host the first of several joint workshops aimed at
developing a land use vision that captures the energy created by the new commuter rail
station and City owned Gateway property south of 1715`.
At this meeting, the FAST study participants (EDA, City Council, Planning Commission)
will primarily be asked to agree on the objectives of the study and the assumptions being
made by the planning team. Agreement on these will be critical as the project moves
forward and concepts are refined, forming the basis for evaluation.
Secondly, HKGI will present three concepts that attempt to address the objectives and
assumptions identified thus far. These concepts will be distributed to the public as part of
the individual and group property owner meetings over then next several weeks. The study
participants are asked to identify any major "red flag" issues that should be known before
these public meetings. Opportunity to dissect the concepts will come at later meetings.
HKGI is also distributing some examples of developments throughout the country that
exhibit some of the same qualities or constraints that are desired or experienced in Elk River;
these are attached. In addition, further information map be found in the HKGI memo dated
February 13, 2009.
