Brief Area Background
Elk River is located in Sherburne County, Minnesota. When settled in 1846, Elk
River was sighted to be a great resource for hydropower, gravel mining, lumber &
agriculture. In 1997, Elk River was named "Energy City" because of its
"demonstration in cutting edge renewable energy & energy efficient technology".

V. System Description
General
The ERMU water system operates eight wells, six of which run through iron &
manganese filtrations. There are four elevated storage tanks which serve our system
of over 4,508 customer connections. The 2008 average water use was 2,330,000 gpd
with the max water use of 5,394,000 gpd.

Treatment
Six out of the eight wells have iron & manganese pressure filters. Well # 8 has very
low iron & manganese & falls well below the MCL. While our newest addition, Well
# 9 is above the MCL

Distribution
Our system is primarily comprised of 6"-16" water mains with several 4" lines. We
have variable water main materials ranging from ductile iron & a minimal amount of
cast iron in the older part of downtown Elk River & some High Density Polyethylene
(HDPE) in our newly constructed or updated areas. For our new construction areas
we only allow ductile iron or HDPE.
VI. Need for Improvements

Well #9 is our newest well that was added to our system in 2008. As we started
exercising & operating Well #9 it was evident that the Iron & Manganese exceeded
their MCL for Secondary Drinking Water Standards.
Treatment
Our ramifications of repair to this issue were to use aPoly-Ortho to keep the Iron &
Manganese sequestered. We are only operating Well #9 in the summer months (Peak
times) since our Iron & Manganese are not at their proper MCL's. In the winter,
ERMU runs Well #9 to waste to keep the aquifer fresh. In time, if we proceed to
operate Well #9 without repair we will find that our system water quality will
diminish. Our customers will find problems with dark red staining on their washed
clothes, house siding, sink basins, and overall aesthetics of drinking water will be
unfavorable.

VII. Proposed Construction Plan (Map Attached)
1. Re-route Well #9 down to Well #7 Iron & Manganese Filter
2. Re-route Well #8 up to Well #9 for CL2 & Fluoride treatment
VIII. Alternatives If Funding By Revolving Loan Is Denied
ERMU will either be granted financial aid to re-route Well #9 to a filtration plant or
will:
1. Do nothing & continue to use Well #9 that was constructed in the
intention to fulfill high pumping needs only during summer use. And
continue the use of a Poly-Ortho, while we would endure pumping water
to waste during the no operation months to keep the aquifer fresh. In turn,
this will become a problem for our water system consumers & our
customers will be unsatisfied with our water quality and it will cause
staining to items that have continual interactions with system water.
2. Leave the issue for a construction project years down the road, if ever;
because of insufficient funds to complete this task.
