12-10-2008 PR MIN MEETING OF THE ELK RIVER PARKS AND RECREATION COMMISSION HELD AT CITY HALL WEDNESDAY, DECEMBER 10, 2008 Members Present: Chair Nystrom, Commissioners Anderson, Boese, and Niziolek. Council Liaison: Councilmember Zerwas Members Absent: Commissioner Larson Staff Present: Bill Maertz, Parks and Recreation Director; Chris Leeseberg, Planner/Park Planner; Steve Benoit, Recreation Manager; Tonya Love; Recording Secretary Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Nystrom. 2. Consider December 10, 2008 Parks & Recreation Commission Agenda MOVED BY COMMISSIONER ANDERSON AND SECONDED BY COMMISSIONER NIZIOLEK TO APPROVE THE DECEMBER 10, 2008 PARKS & RECREATION COMMISSION AGENDA. MOTION CARRIED 4-0. Consider Minutes of November 12 2008 Parks & Recreation Commission Meeting MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY COMMISSIONER ANDERSON TO APPROVE THE NOVERMBER 12, 2008 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 4-0. 4. Parks & Recreation Commissioner to Attend December 15, 2008 City Council Meeting and ~anuary 13, 2009 Planning Commission Meetings 4.1. December 15, 2008 City Council Meeting Commissioner Nystrom will attend the December 15, 2008 City Council Meeting. 4.2. ~anuary_13, 2009 Planning Commission Meeting • Park & Recreation Commission l~linutes Page 2^ December 10, 2008 • Commissioner Anderson will attend the January 13, 2009 Planning Commission Meeting. 5. Open Mike -None -r- 6. Recreation Manager's Report -Steve Benoit Recreation Manager, Steve Benoit shared one of our new programs currently being offered, Mom's Time Out; has been a great success. Parents can drop off their children in a safe and fun environment while they run errands meet a friend for coffee. Mr. Benoit shared that staff is working on incorporating cell phone texting as a new method of marketing. This tool would allow participants to sign up to receive text messages regarding program information and updates. Mr. Benoit shared the Senior Center Coordinator's and the Ice Arena Manager's staff reports. Director's Report -Bill Maertz Director of Parks and Recreation, Bill Maertz shared that the Rotary Club • sponsored, River Walk project is complete and thanked the club for their participation in the project and reminded everyone to attend the annual Taste of Elk River event held in May. Mr. Maertz shared that the Activity Center celebrated its first year of operation on December 3`d. Attendance started out strong and has grown steadily reaching an average attendance of 68 per day in November. Mr. Maertz stated that the Great Northern Trail paving project is on schedule for construction in the summer 2009. 8.1. Information/Discussion Items 8. Park/Trail Developments 8.1.A. YAC Parking Lot & Field Expansion Director of Parks and Recreation, Bill Maertz presented information regarding the existing BMX track at YAC and requested commission feedback. Planner/Park Planner, Chris Leeseberg shared three options for adding a parking lot and field expansion at the Youth Athletic Complex. All the options had a playground between the softball fields and soccer fields with a trail for access. • Park & Recreation Commission Minutes December 10, 2008 Page 3^ • Commissioner Anderson clarified that staff is looking for a consensus that any of the three options would be a better use. Mr. Maertz stated that staff would like to begin to remove the existing decaying buildings and BMX track so as to be able to move forward to add a parking lot and soccer field in the future once funds are secured. MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY COMMISSIONER ANDERSON TO RECOMMEND THAT WORK BEGIN TO REMOVE THE EXISTING STRUCTURES FROM THE CURRENT SITE OF THE BMX TRACK AREA TO BE ABLE TO DEVELOP A PARKING LOT AND SOOCER FIELD IN THE FUTURE. MOTION CARRIED 4-0. 9. U dates 9.1. Community Events Recreation Manager, Steve Benoit showcased the departments programs held at the YMCA Gym in a power point presentation. 9.2. Park Highlights • Planner/Parks Planner, Chris Leeseberg showcased the Elk River Ice Arena in a power point presentation. 10.1. Update December 9, 2008 City Council Meeting -None 10.2.
