Due to the increase demand for water, we need another water production facility by the
summer of 2008. The last couple of commission meetings, we have discussed the
appropriate location for a peaking well that will require little or no water treatment.
We have conducted water quality tests from the following three locations.
i) Johnson Street water tower site.
ii) Twin Lakes Elementary School site.
iii) Twin Lakes Estates Outlot K -which has been deeded to us for a potential
well site when Twin Lakes Estates was platted.
Attached is the following information for your review.
a) Color bar chart showing the iron and manganese levels of our existing wells 7
& 8 and the three potential sites. Twin Lakes Estates is clearly the one to
utilize without a treatment facility.
b) Map of Twin Lakes Estates with proposed site.
c) Proposed well site plan.
d) Proposed building layout.
The 2007 budget contains a $500,000 line item for this well. Initial estimates are in the
$550,000 to $650,000 range to construct a well on this site. Increased cost is in part due
to site access and wetland issues.
Staff recommends authorization to proceed with this project.

The Safe Drinking Water Act (SDWA) secondary standard (aesthetic not
health related) for iron in drinking water is 0.3 parts per million (ppm); for
manganese it is 0.05 ppm. If the water contains more than 0.02 ppm of
manganese, the operator should implement an effective hydrant flushing
program in order to avoid customer complaints.
