On March 8, 2007 bids were received to install the two underground feeders from the
new Waco Substation to the United Health Group data center facility. Attached is a bid
tabulation reflecting the bid results. Our cost estimate was $255,000. The apparent low
bidder is Michels Pipeline Construction at $142,186 and they are very capable of doing a
good installation job. Staff recommends the contract be awarded to Michels Pipeline
Construction.
