Electric transformers that are removed from service are required by USEPA to be non PCB
certified. The time between testing and non PCB certified or until PCB transformers are
properly disposed of, these transformers must be stored in a contained area prohibiting the
possible leakage of transformer oil
The containment area at our 1705 Main Street power plant facility has become too small and is
no longer adequate. It is our desire to construct a 20' x 20' enclosed storage facility at our west
substation facility at 19002 Elk Lake Road. This facility is directly north of the Elk River street
department facility.
Attached is a site plan and building details for your review. Estimated construction cost is
$32,000 with early fall 2007 completion date. Staff recommends authorization to proceed with
this project. The City of Elk River's planning department staff is also looking at this layout.
