Currently Glenn Sundeen supervises the locating function and Dave Berg supervises the metering area. This position will also be the start of our engineering department. Attached is a job description and position evaluation for this proposed position titled "Supervisor Engineering Services". The reasons to add this position are as follows: 1) With the new rules on locating underground utilities in road R/W, our record Keeping will become much more critical. As we abandon underground utilities we are to map these abandon facilities for future reference. We are doing a very poor job of keeping track of abandon underground facilities. Consultants were updating our electric and water system maps on an annual basis. Because our systems are growing so fast, our systems maps need to be updated more often than annually so we are bringing this function back in house and doing it would be our own staff. This added person will do some of this CAD work as well as supervise the locator and CAD employee. 2) With the increased use of electronic metering both for electric and water, along with power quality issue, this area is becoming more complicated. One supervisor for both the water department and metering is no longer a reasonable approach. Both water production distribution and metering have grown in size and complexity that they both deserve full time supervision. 3) Elk River continues to grow and at a faster pace. Glenn & I need help with the increased planning, engineering, project inspection and administration. This additional supervisor will be a great asset in this area. 4) Three of the four supervisors will be retiring in the next 5 to 7 years. Now is a opportune time to start the transition to fill these management positions. The budget also contains a vehicle for this new supervisor. This person will not be behind a desk all of the time, but in the field. When considering job responsibilities, comparable worth, and market conditions, I would recommend this job have the same point value as financial director. This point value is 417. The current salary range is from $26.00 to $37.14 /hour. Staff recommends authorization is given to hire a Supervisor of Engineering Services and purchase a suitable vehicle, preferable a pick up truck. This position provides engineering assistance in electric distribution design, electric and water meter sizing, meter communication and verification, substation instrumentation maintenance, CAD drafting and GIS control. Position reports to General Manager. FLSA Status: Exempt Job Duties and Responsibilities: 1. Directly supervises, coordinates, and assists the day to day operation of the meter department including electric and water meter sizing, meter communication and verification, and substation instrumentation maintenance, and security systems 2. Directly supervises, coordinates and assists the day to day operation of the engineering department This includes maintaining as built drawings, CAD and GIS drawing systems, electric and water system maps and construction standards. 3. Provide engineering assistance to other departments as necessary. 4. Other duties as assigned Job Qualifications: 1. High school graduate 2. College graduate in electrical or civil engineering 3. Electrical Engineer with electric meter experience or Civil Engineer with CAD ,GIS and GPS experience 4. 2 Years supervisory experience with good customer relations, verbal and written communication skills. 5. Ability to obtain State of Minnesota Class D drivers license. 5.
