1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:30 p.m. by Chair Wilson.

There was no one present for open mike.
5. Consider Resolution Approving the Decertification of TIF District No. 10 in the City of Elk
River
Director of Economic Development Catherine Mehelich presented the staff report. Ms.
Mehelich stated that TIF District No. 10 was created in 1992 to provide financing assistance
for the construction of a 23-unit senior apartment housing project on a redevelopment site
at Holt Ave and 4~h Street in Elk River. Ms. Mehelich explained that the duration of the TIF
District 10 was limited up to year 2009 or until the bond obligations were paid. Since the

obligations and its useful life toward ftnancially supporting other TIF Districts has reached
its term, it is necessary to decertify the TIF District at this time. Ms. Mehelich indicated that
as a result of the decertification, all local property taxes generated by the property (an
estimated $8,000) will be distributed to the school, County, and City in the same manner as
all other property taxes.

KUESTER TO ADOPT RESOLUTION 08-01 APPROVING THE
DECERTIFICATION OF TAX INCREMENT FINANCING DISTRICT NO. 10
WITHIN DEVELOPMENT DISTRICT N0.1 IN THE CITY OF ELB RIVER.
MOTION CARRIED 4-0.
6. Council Planning Workshop Update
Councilmember Motin indicated that future HRA projects were briefly discussed at the
Council planning workshop. He stated that the Council concurred that they are not
interested in actively pursuing more affordable housing at this time as they believe there is a
good mix of housing rates in Elk River. He stated that the Council would like to see an
emphasis put on rehabilitation of existing homes. Commissioner Kuester questioned what
basis the Council used to determine there is sufficient affordable housing. Councilmember
Motin explained the Council did not have statistics in dete+-~+~+ng the amount of affordable
housing. He stated that during their discussion, it was brought up that many of the
townhomes in Elk River meet the affordable housing criteria. He noted that many of the
homes in need of rehabilitation would also fall under the affordable housing criteria. Chair
Wilson questioned what resources are available to assist in rehabilitation. Ms. Mehelich
stated that in the past a variety of rehabilitation programs have been available but that staff
could research specific programs. Chair Wilson questioned if the HRA could purchase
property in need of rehabilitation as it came up for sale. Ms. Mehelich stated that normally
the HRA would not be in the business of rehabilitating homes but rather providing
assistance to property owners to do so.
Commissioner Toth stated that he was hoping the HRA and Council could meet jointly to
discuss future work projects. Councilmember Nlotin indicated that the Council is planning
on meeting jointly with the HRA in a worksession setting. Ms. Johnson indicated that the
Council worksessions for the next couple months are busy but that the Council may be able
to meet jointly with the HRA prior to the April 7 Council meeting. She stated that a
presentation on the Highway 10 Geometric Study will be made to the Council on April 14
during their worksession and the HRA may wish to sit in. The HRA concurred they would
like to call a special meeting for Monday, April 14 for the purpose of participating with the
Council in the study discussion.
Other Business
Ms. Mehelich stated the Arts Alliance has an open house scheduled for their new location on
March 8, 2008, from 5 - 7 p.m.
Commissioner Toth requested an update on the economic development positions. NIs.
Mehelich stated that the application period for both ends March 7 and the applications will
be reviewed once that period has ended. She stated that she would like to have someone in
the assistant position by April/May.
