Subject: Proposal County Road 40 Water Main
At our March 2006 Elk River Municipal Utilities meeting, we were appraised of the
upcoming County Road 40 road project. Sherburne County received federal funds to
rebuild County Road 40 and it appears this project will start late this year and be
completed in 2007. This road project will require us to relocate and upgrade the overhead
electric line. To avoid tearing up this new road in a year or two, a trunk water line should
also be installed with this road project. Lori Johnson, City Administrator, also indicated
this at our March meeting. The question is how will this water trunk line be paid for?
Attached is a patched together aerial view of eastern Elk River with the proposed
developments. Also attached is a proposed layout of a 16" trunk water main. The layout
drawing reflects approximately 11,300 feet of water main at an approximate cost of
$50.00/ft. or $565,000. The city normally funds the trunk system with trunk fees accessed
to the developer. Because much of the area east & north of County Road 40 has not yet
been accessed, I do not know if the city can internally fund this trunk water main
expansion. The other alternative would be for either the City or Utilities to fund the
project with short item debt.
There are 3 other instances where Elk River Municipal Utilities funded trunk water main
expansion with city reimbursement when trunk assessments are received. These areas are:
1. Extend trunk water main under 175`h Ave. in 2002. Approximate amount funded
is $132,000.
2. Eagles Marsh trunk water main at Johnson Street. This is the trunk water main to
the new water tower. Approximate amount funded is $114,440 in 2002.
3. In 1997 trunk water main was extended from Jackson St. along Highland Rd. to
Proctor. Approximate amount funded is $380,000. This was built to support the
Cherrywood Hills and Lafayette Addition while decreasing the reliance on a
booster station.
With the rebuilding of Highland Rd., the 2006 Feasibility Study is suggesting that Elk
River Municipal Utilities pay $95,000 to install values and services for future
connections. See the attached drawing. This would alleviate digging up Highland Rd. in
the future if people decide to connect to the water system. The benefit of doing this water
main work is questionable. If the city proceeds with the sanitary portion of the project, I
would recommend we proceed with the water project. The City Counsel recently
discussed this issue. John Dietz will apprise us of the decision at our meeting. This is a
non budgeted item.
