08-13-2008 PR MINMEETING OF THE ELK RIVER • PARKS AND RECREATION COMMISSION HELD AT CITY HALL WEDNESDAY, AUGUST 13, 2008 Members Present: Chair Nystrom, Commissioners Anderson, Larson, and Niziolek. Members Absent: Commissioners Boese, Paige, and Schuldt Staff Present: Bill Maertz, Parks and Recreation Director; Chris Leeseberg, Planner/Park Planner; Steve Benoit, Recreation Manager; Tonya Love, Recording Secretary 1. Call Meeting_To Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:32 p.m. by Chair Nystrom. 2. Consider August 13, 2008 Parks & Recreation Commission Agenda MOVED BY COMMISSIONER ANDERSON AND SECONDED BY • COMMISSIONER CARSON TO APPROVE THE AUGUST 13, 2008 PARKS & RECREATION COMMISSION AGENDA. MOTION CARRIED 4-0. 3. Consider Minutes of July 9.2008 Parks & Recreation Commission Meeting MOVED BY COMMISSIONER CARSON AND SECONDED BY COMMISSIONER NIZOIOLEK TO APPROVE THE JULY 9, 2008 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 4-0. 4. Parks & Recreation Commissioner to Attend August 18, 2008 Citv Council Meeting_ and September 9, 2088 Planning Commission Meetings 4.1. August 1 g, 2008 City Council Meeting Commissioner Boese will attend the August 18, 2008 City Council Meeting. 4.2. September 9, 2008 Planning Commission Meeting Commissioner Schuldt will attend the September 9, 2008 Planning Commission Meeting. • Park & Recreation Commission Minutes page ~7 August 13, 2008 ------------------------------------ 4.3. Accept Commissioner Paige Resignation and appoint a new Ice Arena • Commission Representative. Director of Parks and Recreation, Bill Maertz shared two options. First, to :appoint a new representative or second, to wait until a new commissioner was selected and allow them to have an option to be the Ice Arena Commission with the second option being the better of the two. 5. Open Mike -None 6. Recreation Manager's Report -Steve Benoit Recreation Manager, Steve Benoit shared items of interest including the summer Playground Adventure Program, Sports Camps and the Fallen Oak Off-Road Duathlon. Mr. Benoit shared the Senior Center and Ice Arena staff reports. 7. Action/Discussion Items 7.1.A. Land Fill End Use Director of Parks and Recreation, Bill Maertz shared that Waste Management has • applied fox a permit to expand the Elk River Landfill. As part of this process they have submitted some alternative end use concepts.. Discussion took place regarding the three different end use plans representatives from Waste Management presented. Director of Parks and Recreation, Bill Maertz stated that there should be a workshop in September to further discuss the options in detail. 8. Information/Update Items 8.1.A Community Events - National Night Out Recreation Manager, Steve Benoit shared that National Night Out was held at Lions Park in collaboration with Elk River Police Department, Elk River Fire Department, District 728 Community Education, Sherburne County Public Health, Minnesota State Troopers, YMCA, Target Corporation, Boys and Girls Club and our own department. There were over 700 participants who attended this free event. 8.2.A. Department Updates -Parks Web Pages Update Planner/Park Planner, Chris Leeseberg shared the updates and changes made to the • cities web site and showed how some of the features worked.
