Commissioner Anderson Staff Present: Bill Maertz, Parks and Recreation Director; Steve Benoit, Recreation Manager; Tonya Love, Recording Secretary Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Nystrom. 2. .Consider July 9, 2008 Parks & Recreation Commission Agenda MOVED BY COMMISSIONER PAIGE AND SECONDED BY • COMMISSIONER BOESE TO APPROVE THE JULY 9, 2008 PARKS & RECREATION COMMISSION AGENDA. MOTION CARRIED 6-0. Consider Minutes of June 11, 2008 Parks & Recreation Commission Meeting MOVED BY COMMISSIONER SCHULDT AND SECONDED BY COMMISSIONER CARSON TO APPROVE THE JUNE 11, 2008 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED G-0. 4. Parks & Recreation Commissioner to Attend July 21, 2008 City Council Meeting and Amu ust 12, 2088 Planning Commission Meetings 4.1. July 21, 2008 City Council Meeting Commissioner Larson will attend the July 21, 2008 City Council Meeting. 4.2. August 12.2008 Planning Commission Meeting Commissioner Boese will attend the August 12, 2008 Planning Commission Meeting. • Park & Recreation Commission Minutes page 2D July 9, coos 5. Open Mike • Elk River resident, Bruce Dryden; 19323 Oakland Elk River asked how much work the volunteer group can do in the park for the archery range. They would like to put in trails to the range and add 3D targets. Parks and Recreation Director, Bill Maertz asked for a detailed plan to be able to see how it may fit into the Parks Improvement Plan. 6. Recreation Manager's Report -Steve Benoit Recreation Manager, Steve Benoit shared items of interest including the Bike Safety Rodeo, Safety Camp, and Kidstock. • Bike Safety was co-sponsored by Elk River Safe Schools Committee, Elk River Police, Sherburne County Public Health, Ramsey Bicycle and Parks & Recreation • Safety Camp had 80 participants this year. • Every Thursday morning, a variety of music and educational events named Kidstock are held at the Band Shell at Lions Park. The events are free with an average of 250 children and parents. Mr. Benoit shared the Senior Center Coordinator's staff report. • 7. Director's Report -Bill Maertz Director of Parks and Recreation, Bill Maertz shared that the City of Elk River was selected to receive a $70,000 grant from the DNR for the Great Northern Trail.. Trail completion is estimated at $300,000 with $160,000 previously secured in Federal funding. Discussion followed on how payments are made, timelines and deadlines. Mr. Maertz shared that a "Blues and Barbecue" event was held at River's Edge Commons with approximately 1000 people in attendance June 19~' as part of the Riverfront Concert Series. Mr. Maertz stated that Kidstock has been drawing approximately 250 people on Thursday mornings at Lions Park. Action/Discussion Items 8.1. Froehlichs Happy Corner Director of Parks and Recreation, Bill Maertz shared an administrative subdivision request regarding Froehlichs Happy Corner. Staff recommends that park dedication be paid in the form of cash for one (1) lot at the. rate applicable a the time of Final • Park & Recreation Commission Minutes Jury ~, zoos .Page 3D Plat approval and that a 30-foot trail easement be recorded along the entire east side of the plat, outside of United Power Association easement. MOVED BY COMMISSIONER PAIGE AND SECONDED BY COMMISSIONER BOESE TO RECOMMNED APPROVAL OF THE PARK DEDICATION BEING PAID IN THE FORM OF CASH. FOR ONE (1) LOT AT THE RATE APPLICABLE AT THE TIME OF FINAL PLAT APPROVAL AND THAT A 30-FOOT TRAIL EASEMENT BE RECORDED ALONG THE ENTIRE EAST SIDE OF THE PLAT, OUTSIDE OF UNITED POWER ASSOCIATION EASEMENT. MOTION CARRIED6-0. 8.2. Policy Issues 8.2.A Park Improvement Plan 2008 Budget Director of Parks and Recreation, Bill Maertz shared the 2008 Park Improvement Fund Budget. The 2008 budget is $107,000. Items noted for improvement include replacing worn park benches and tables, playground safety, trail development and upgrades, and electrical upgrades for River's Edge Commons. Mr. Maertz explained the use of the River's Edge Park has shifted to larger bands and need to upgrade the electrical system for the R.iverfront Concert Series. • MOVED BY COMMISSIONER SCHULDT AND SECONDED BY COMMISSIONER PAIGE TO APPROVE THE 2008 PARK INPROVEMENT FUND BUDGET. MOTION CARRIED 6-0. 8.2.B. Major Park Use Recreation Manager, Steve Benoit shared that Central Lutheran Church is requesting the use of Woodland Trails and Lions Park for a Family Fun Run event on Sunday, Sept. 21, 2008. Central Lutheran Church would be responsible for any expenses incurred and to obtain route approval from the Police Department. It was discussed that Central Lutheran Church would need to use chalk or washable paint to mark the route. MOVED BY COMMISSIONER PAIGE AND SECONDED BY COMMISSIONER BOESE TO RECOMMEND APPROVAL OF THE REQUEST BY CENTRAL LUTHERAN CHURCH TO RESERVE WOODLAND TRAILS AND LIONS PARK FOR A FAMILY FUN RUN EVENT ON SEPT. 21, 2008.
