04-09-2008 PR MIN• MEETING OF THE ELK RIVER PARKS AND RECREATION COMMISSION HELD AT CITY HALL WEDNESDAY, APRIL 9, 2008 Members Present: .Chair Nystrom, Commissioners Anderson, Boese, Larson, Niziolek, Paige and Schuldt Staff Present: Bill Maertz, Parks and Recreation Director; Steve Benoit, Recreation Manager; Tonya Love, Recording Secretary 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Nystrom. 2. Consider April 9, 2008 Parks & Recreation Commission Agenda MOVED BY COMMISSIONER PAIGE AND SECONDED BY COMMISSIONER BOESE TO APPROVE THE APRIL 9, 2008 PARKS & RECREATION COMMISSION AGENDA. MOTION CARRIED 7-0. • 3. Consider Minutes of March 12, 2008 Parks & Recreation Commission Meeting MOVED BY COMMISSIONER BOESE AND SECONDED BY COMMISSIONER SCHULDT TO APPROVE THE MARCH 12, 2008 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 7-0. 4. Parks & Recreation Commissioner to Attend Apri121, 2008 City Council Meeting_ and May 13.2088 Planning Commission Meetings 4.1. Apri121.2008 City Council Meeting Commissioner Niziolek will attend the Apri121, 2008 City Council Meeting. 4.2. May 13, 2008 Planning Commission Meeting Commissioner Nystrom will attend the May 13, 2008 Planning Commission Meeting. 4.3. Appointment to Ice Arena Commission MOVED BY COMMISSIONER SCHULDT AND SECONDED BY COMMISSIONER BOESE TO RE-ELECT COMMISSIONER PAIGE AS LIASION FOR THE ICE AREA COMMISSION. MOTION CARRIED 7-0. Open Mike -None 6. Recreation Manager's Report -Steve Benoit Recreation Manager, Steve Benoit shared that staff has started interviewing for summer recreation staff and working on preparing for summer recreation programs. Mr. Benoit stated that the 11 `~' annual ice show is well on its way to being a success • with the enrollment having doubled since last year's show. Mr. Benoit shared that staff is trying new marketing avenue's by utilizing Craig's List to advertise for Farmer's Market vendors and that applications are still being accepted. Mr. Benoit stated that the Summer Program Guide went out 2 weeks earlier than planned and created a lot of buzz! Mr. Benoit shared March programs that were offered and facility usage. Mr. Benoit shared the Senior Center Coordinator's staff report. 7. Director's Report -Bill Maertz Director of Parks and Recreation, Bill Maertz shared that the Elk River Rotary Club has voted to fund the first phase of the downtown to Babcock Memorial Trail and the City Council will consider this project on May 12`". The Taste of Elk River will be held on May 15~' from 5-9pm at Lions Park Center. Mr. Maertz shared several projects that staff is currently working on. First, developing a tree sale where the public can buy trees as well as donate trees for city • parks second, a renovation plan for improvements to the Lions Park Bandshell and Park & Recreation Commission Minutes Apri19~ 2008 Page 3D • lastly, the Meadowvale Heights Park playground has been approved and installation will be sometime in the first week of June. 8.1. Community Events -Dragon Boat Festival Update Recreation Administrative Coordinator, Tonya Love shared an update regarding the Dragon Boat Festival which will be held summer of 2009. 8.2. Policv Issues -Elk River Friends of the Parks Program Director of Parks and Recreation, Bill Maertz presented information regarding forming an Elk River Friends of the Parks Fund. At the March Parks and Recreation Commission Meeting the Commission discussed various methods of for handling funds that come in through donations or volunteer groups, this would be a city fund that could be used for park improvements, recreation scholarships, tree planting and aiding volunteer groups complete projects in the park. MOVED BY COMMISSIONER PAIGE AND SECONDED BY COMMISSIONER NIZIOLEK TO RECOMMEND TO CITY COUNCIL THAT AN ELK RIVER FRIENDS OF THE PARK FUND BE • ESTABLISHED. DONATIONS COULD BE IN THE FORM OR CASH, STOCKS, BEQUESTS OR INSURANCE POLICIES. Commissioner Schuldt asked if staff would be soliciting donations? Mr. Maertz stated that staff would not be soliciting for donations and at most there would be a pamphlet explaining the fund. MOVED BY COMMISSIONER PAIGE AND SECONDED BY COMMISSIONER NIZIOLEK TO AMEND THE FIRST MOTION TO ALSO STATE LAND AS A POSSIBLE DONATION. MOTION CARRIED 7-0. 9.1. Update March 17, 2008 City Council Meeting- None 9.1. Update Apri18, 2008 Planning Commission Meeting- None 10. Other Business -None 11.
