Members Absent: Commissioner Schuldt

Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Nystrom.

Meeting and March 11.2008 Planning Commission Meetings
4.1. February 19.2008 Cit~Council Meeting
Commissioner Scheldt will not attend the February 19, 2008 City Council
Meeting.
4.2. March 11, 2008 Planning Commission Meeting
Commissioner Paige will attend the March 11, 2008 Planning Commission

G. Recreation Manager's Report -Tonya Love
Recreation Administrative Coordinator, Tonya Love stated that staff is continuously
recruiting adult fitness and recreational program leaders.
Ms. Love shared January recreation programs and facility use.
Ms. Love stated that the Spring 2008 Program Guide had been mailed out and
registration was under way.
Ms. Love shared that there have been 27 keys sold for the baby grand piano
fundraiser at the Activity Center,. the fitness area now has a treadmill and the average
daily attendance is 42.
7. Director's Report -Bill Maertz
Director of Parks and Recreation, Bill Maertz introduced the new Recreation
Manager Steve Benoit and Recreation Coordinator Stephanie Albin.
8.1.A. Action/Discussion Items -Community Events
Recreation Administrative Coordinator, Tonya Love shared that the Golden Gonza •
Egg Hunt,. formerly known as the Flashlight Egg Hunt will take place on March 15
from 6:30-9pm.
8.1.B. Major Park Use - Meadowvale Elementary
Recreation Administrative Coordinator, Tonya Love shared that Meadowvale
Elementary is requesting the use of Woodland Trails Park for a second year in a row
for their PTO fundraiser on Saturday, October 4.

COMMISSIONER PAIGE TO APPROVE THE USE OF WOODLAND
TRAILS PARK ON OCTOBER 4 AT NO CHARGE. THE USE OF A
SMALL PICK UP TRUCK ON THE TRAIL WILL BE PERMITTED
ALONG WITH THE USE OF CHALK INSTEAD OF PAINT TO MARK
THE TRAILS. MOTION CARRIED 6-0
8.1.C. Major Park Use -Hillside City Park
Recreation Coordinator, Stephanie Albin shared that a group of about 20 racers were
requesting to camp in Hillside Park the night before Pug Fest '08 on February 17,
2008. City staff will be present at the event, which is part of a series of winter off •
road biking races.

OF PARK PRIOR TO THE PUG FEST RACE. CARRIED 6-0
9.1.A. Information/Update Items - Spectrum Academy Athletic Fields
Director of Parks and Recreation, Bill Maertz shared a proposed agreement between
Spectrum High School and the City of Elk River giving the city access to the athletic
facilities in lieu of park dedication fees.
Commissioner Paige asked that a list of athletic facilities be included in the
agreement.
Commissioner Larson asked what the timeline of building out all the amenities
would be.
Director of Parks and Recreation, Bill Maertz shared that they would need to meet
or exceed $100,000 in 3 years.
Commissioner Boese questioned if there will be signage regarding this agreement.
Director of Parks and Recreation,. Bill Maertz stated there will be a park sign and will
• be on the park map and website.
