Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Polston-Hork.

6. Recreation Manager's Report -Bill Maertz
Director of Parks and Recreation, Bill Maertz shared that staff would be submitting a
grant application by February 28s' to put a trail in from downtown Elk River to
Babcock Park.
Mr. Maertz shared that there will be a special marketing piece for Pinewood to
promote all of its opportunities to area businesses.
Mr. Maertz stated what programs were currently being offered.
7. Director's Report -Bill Maertz
Director of Parks and Recreation, Bill Maertz shared the current Park Dedication
Fund balance and updated revenue forecasts.
8.1. Community Events -Update on Riverfront Music Series

Recreation Coordinator, Ross Demant shared that there will be a concert series held
on Thursday evenings at the Rivers Edge Commons Downtown. Park.
8.2.A Land Use Cases -Simple Plat - P07-03
Chris Leeseberg, Planner/Park Planner presented information regarding a request to
expand a business. The applicant wished to plat an Outlot from an existing plat to
combine it with their property.
MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY
COMMISSIONER PAIGE TO RECOMMEND ACCEPTING PARK
DEDICATION CASH AT THE RATE APPLICABLE AT THE TIME OF
FINAL PLAT APPROVAL, AND THAT A 10-FOOT TRAIL EASEMENT
ALONG THE ENTIRE LENGTH OF JARVIS STREET, AS IT ADJOINS
THE SUBJECT PLAT, SHALL BE RECORDED. MOTION CARRIED 5-
0.
8.3.A. Policy Issues - Taste of Elk River
Director of Parks and Recreation, Bill Maertz presented information regarding a
request by the Elk River Rotary Club to use Lions Park and Lions Park Center for
their 2"d annual Taste of Elk River event. The Elk River Rotary Club is requesting
that the rental fees for major use of the park be waived for this event. Staff
recommends approving the event with the following fees; use of the facility would •
be $100 refundable deposit, $75 building security fee, $160 extra portable toilet fees

and $25 non-profit meeting room fee equaling $360 and waiving the major park use
fee set by the Parks & Recreation Commission.
MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY
COMMISSIONER PAIGE TO RECOMMEND THAT THE ELK RIVER
ROTARY PAY THE STAFF RECOMMENDED FEES OF $360 WITH $100
BEING A REFUNDABLE DEPOSIT . MOTION CARRIED 5-0.
8.4.A. Discussion Items -None
9.1.A. Land Use Cases -Liberty Heights Estates/South End Park
Director of Parks and Recreation, Bill Maertz shared that City Council approved
staff's recommendation of a south end park. This location provides the opportunity
to expand if the land to the south becomes developed.
9.2.A. Park/Trail Development -Federal Funding Great Northern Trail CR33 to City
Limits
Director of Parks and Recreation, Bill Maertz shared that staff prepared and
submitted a request for federal funding for the paving of the Great Northern Trail
from CR 33, north to the city limits. It appears likely that the city may be awarded
• $160,000 towards the construction of a paved trail along the Great Northern railroad
grade.
