1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Polston-Hock.

Commissioner Amanda Larson; shared that she has been an Elk River •
resident for two years and works for the Ridgedale YMCA and is excited to
be on the Parks & Recreation Commission in her own community versus in
the community that she works in.
Commissioner Charles Schuldt shared that he is a long time Elk River
resident and former teacher and Jr. High Athletic Director here in Elk River.
He stated he would like to provide after school activities for the teens.
Commissioner Steve Boese shared that he has been an Elk River resident for
three years and happy to be on the Parks & Recreation Commission.

5. Open Mike
6. Recreation Mana er's Report -Tonya Love
Recreation Administrative Coordinator, Tonya Love shared that the 1S` Annual
Flashlight Egg Hunt was a success with over 200 children participating in the rain.
Ms. Love shared that Adult Softball was full with 52 teams and applications for the
new Farmers Market at Orono Park are still being accepted.
Ms. Love stated that downtown Riverfront Concerts Series will be sponsored by The
Bank of Elk River and First National Bank. Together they have donated $7200,
which completely covers the cost of the events. They will also both allow use of
their parking lots to accommodate the crowds.
Ms. Love shared that at this years Business Expo we had representatives present
from all divisions of Parks and Recreation and that our summer program guide is
over 40 pages of great programming; our biggest guide ever!
Ms. Love shared that Sue Kostanshek from the Senior Center is collaborating with
the YMCA to offer a few new senior programs. •

• Ms. Love share that the Annual Lions' Pancake dinner held at the senior center
raised $201 for C.A.E.R. and 378 pounds of food.
Ms. Love stated that there would be a tour in April and a creative writing workshop
along with many other program offerings.
7. Director's Report -Bill Maertz
Director of Parks and Recreation, Bill Maertz shared information regarding the
Metro Greenways grant application for restoration work at Woodland Trails Park.
Mr. Maertz shared key information regarding Anoka County's Mississippi River
Regional Trail Northern Alignment Master Plan. If approved and constructed, this
trail will lead from Anoka all the way to the Elk River city limits near the Kelley
Farm. The Sherburne County Trial Master Plan includes a trail that would connect
to the regional trail.. The proposed Babcock Park to Downtown Elk River trail
would be an important link in this trail system.
8.1. Community Events -The Amazing Family and Friends Race
Parks and Recreation Intern, Mark Ahlness shared information about the upcoming
Amazing Family and Friends Race on Apri121 S`. The event will be from gam to fpm
• with awards and lunch being served at the end of the event. There will be 10
coordinates for teams to locate through out the city of Elk River.
8.2.A Land Use Cases - Rohlf's Second Addition Preliminary/Final Plat
Planner/Park Planner, Chris Leeseberg presented information regarding a request to
subdivide a single 1.78-acre lot into three lots, allowing 2 additional single family on
the property.
Mr. Leeseberg, stated that staff recommends that park dedication be paid in the form
of cash for 21ots and a 10-foot trail easement along the entire length of Meadowvale
Road, as it adjoins the subject plat.
Commissioner Paige asked if the 10-foot easement would be adequeate.
Mr. Leeseberg stated that it would be additiona110-feet to the counties right of way.

COMMISSIONER NYSTROM TO RECOMMEND ACCEPTING PARK
DEDICATION IN THE FORM OF CASH FOR TWO LOTS AT THE
RATE APPLICABLE AT THE TIME OF FINAL PLAT APPROVAL, AND
THAT A 10-FOOT TRAIL EASEMENT ALONG THE ENTIRE LENGTH
OF MEADOWVALE ROAD, AS IT ADJOINS THE SUBJECT PLAT,

9.2.A. Park/Trail Development -Orono Park Design Charette
Director of Parks and Recreation, Bill Maertz shared that commissioners and
recreation staff would be moving to the conference room to participate in an open
discussion regarding the future development of Orono Park.
Mr. Maertz shared that the location of the YMCA and the potential future change in
land use on the county fair site make this a good time to consider all alternatives for
Orono Park.
