Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Nystrom.

6. Recreation Manager's Report -Tonya Love
Recreation Administrative Coordinator,. Tonya Love stated that staff is continuously
recruiting adult fitness and recreational program leaders.
Ms. Love shared November recreation programs, facility use and marketing efforts.
Ms. Love stated that planning for summer 2008 has already begun along with the
Annual Ice Show.
Ms. Love shared that the new Activity Center on Proctor Avenue on December 3,
2007
Ms. Love shared that the CAER Fundraiser had 75 in attendance. $182 went to
CAER and 162# of groceries.
7. Director's Report -Bill Maertz
Director of Parks and Recreation, Bill Maertz shared that Stephanie Albin was
promoted for the Recreation Program Coordinator position.

Recreation Administrative Coordinator, Tonya Love shared that the Parks and
Recreation Department is teaming up with the Downtown River's Edge Business
Group to celebrate the holiday season on Saturday, December 15`x'.

8.3.A. P~ Issues -Major Park Use -River's Edge Commons Park Wedding Rental
Rates
Recreation Administrative Coordinator, Tonya Love shared a Wedding Rental Fees
proposal for River's Edge Commons Park due to the increased demand.
Ms. Love shared staffs proposal to add "River's Edge Commons Wedding Rental"
on page 1, under "Facility" and to page 2 under the "Fee Schedule" with the
following fees and. statements:.
2 hour minimum $150
4 hour maximum $50 each additional hour
Damage/Cleaning Deposit $250
(Refundable)
Upper Plaza of park will remain. open to public •

• Commissioner Anderson clarified the total time of 4 hours maximum in the proposal
and asked if there is a limit of permits per month and if there was not he would
recommend 1 to 2 permits a month.
Commissioner Scheldt recommended including a limit of 200 guests on the permit
application.
Commissioner Polston-Rork recommended capacity of 200 on permit.
Commissioner Anderson recommended a 6 hour maximum limit.

COMMONS PARK WEDDING RENTAL RATES AS FOLLOWS, $250
REFUNDABLE DAMAGE DEPOSIT, $150 FOR FIRST TWO HOURS
AND $50 FOR EACH HOUR AFTER THE MINIMUM TWO HOURS UP
TO A MAXIMUM OF SIX HOURS. MOTION CARRIED 6-0.
8.3.B. 2008 Park Dedication Budget
Director of Parks and Recreation, Bill Maertz shared that residents neighboring
Meadowvale Heights Park led a campaign to get a playground area installed in the
• park adjacent to the trail entrance on 196` Avenue.
Mr. Maertz stated that staff recommends building a playground in Meadowvale
Heights Park in 2008 for $50,000. Budget would include playground equipment,
benches, picnic table and cement edging for the perimeter of the playground.
Commissioner Anderson wanted to know what area in the park would the
playground be placed.
Planner/Parks Planner, Chris Leeseberg stated that it has been narrowed down to
two possible locations.

8.3.C. Ski Trail Addition to Top of the World trail in Woodland Trails Park
Director of Parks and Recreation, Bill Maertz shared a proposal to add a ski trail to
• the Top of the World park area within Woodland Trails Park. The Elk River Nordic
Ski Club has volunteered labor to blaze the trail in; knowing it will be a great addition
to what is already existing.
