Overview
The Planning Commission, in recent months, has expressed concern with the number of
changes that projects go through between their review and City Council approval. In
general, this concern relates specifically to subdivision requests. They have observed that
requests they have acted upon have changed dramatically and look different, once they arrive
for City Council approval. This is especially true of projects that are affected by wetland
impacts.
The Planning Commission reviewed the attached land use application submittal
requirements and by consensus, recommended that the City Council consider and approve
these and allow them to be implemented.
Recommendation
Staff recommends that the City Council approve the attached Land Use Application
Submittal Requirements to be implemented April 28, 2003.

That literal enforcement of the ordinance would cause undue (unnecessary, unavoidable,
