RE: PROJECT STATUS REPORT
Dear Council Members:
City Administrator Pat Klaers has asked me to prepare a memo updating the City Council on the
status of vadous engineering projects now underway or in the planning stages in the City of Elk River.
I have broken the update down into four sections: City Initiated Projects, Developer Projects,
Sherbume County Projects, and Miscellaneous Projects. Where appropriate, I have broken each
section down into projects from previous years and new projects. The status of the vadous
engineering projects is as follows:
A. CITY INITIATED PROJECTS
Carryover Projects From Previous Years
· f7'5th Avenue
This is the federally funded project reconstructing 175th Avenue from Twin Lakes
Road to Filmore Street. The project contractor is S.R. Weidema, Inc. The project
was substantially complete in the fall of 2002 with the installation of all utilities and
the first lift of bituminous paving. To be completed in the spdng of 2003 is the
bituminous trail and the final lift of paving, along with signing, striping and
restoration.
· Zane Street Improvements
S.R. Weidema is also the contractor for this project, which closed the access onto
Trunk Highway 10 (TH 10)at the Amedcinn and connected this commercial area to
the south of the Mississippi Ridge Development. This project was also
substantially complete in the fall of 2002 with the only remaining work in 2003 being
the final lift of bituminous paving and minor punchlist work. We are, however,
currently discussing with MnDOT the possibility of constructing a dght turn lane on
TH 10 at 173~d Avenue, which is located immediately behind Napa Auto Parts.
· Waco Street/TH lO Signal Project
This project, along with various other signal improvements, was substantially
complete in 2002. There is minor punchlist work to be completed in the spring of
2003 at which time the contract will be finalized.

· Watermain to the City Garage
This is the project that brought the watermain to the City Public Works facility for
the new sprinkler system. The improvement was complete and operational in the
fall of 2002; however, there is minor punchlist work to be completed in the spdng of
2003 prior to finalizing the contract.
· Orono Parkway Improvements
The contractor for this project is Jay Brothers, Inc. Their work was also
substantially complete in 2002. The only remaining item for the spring of 2003 is
seeding of the medians adjacent to the City Hall area. This will be completed in the
next several weeks, and the contract will be finalized.
New City Projects
· Boston Street/Concord Street Area
As you are aware, this project consists of installing sanitary sewer and watermain in
the Boston Street/Concord Street area. Together with the utilities, it is proposed to
reconstruct the streets to an urban standard. A walkthrough was completed on
April 14, 2003, and the City Council authorized Advertisements for Bid the same
evening. Bids will be opened on May 7, 2003, and be brought to the Council on
May 12, 2003, to set a date for the Assessment Hearing, where a final decision on
the project can be made.
· 2003 Pavement Rehabilitation Improvement
This is the street reconstruction on Fourth Street between Main Street and TH 10,
along with side streets one block either direction. The walkthrough on this project
is scheduled for Monday and Tuesday, April 21 and 22. The bid is scheduled for
May 7, and staff will be bringing forward to the Council paperwork to establish the
Assessment Hearing for May 12, 2003. This project is dependent on the State
legislative action relative to whether or not the City will be able to fund this
improvement in 2003.
· TH fO/Main Street Intersection
This is a federally funded intersection improvement in fiscal year 2005. We have
completed the environmental documentation and approval process through
MnDOT. Plans have been submitted to MnDOT and are currently under review. It
is possible that this project could be moved up to 2003, utilizing State Aid General
Fund account monies to pay for the project until the federal money is available in
2005. Once plans are approved, we will bring this forward to the Council for
discussion.

C. SHERBURNE COUNTY PROJECTS
Sherburne County has various projects programmed in the City of Elk River in the next few
years that are currently being worked on. I have been trying to contact County Engineer Dave
Schwarting and will do so prior to Monday evening's meeting so I can give you a current
update. The four projects I am aware of are as follows:
County Road 40 (Cleveland Avenue)
This project consists of the reconstruction of County Road 40 from CSAH 12 to
CSAH 13. This project has federally funding programmed for fiscal year 2004.

preliminary topographic work and has established an alignment. The County's
current cost participation policy requires the City of Elk River to acquire any
needed right-of-way. I will have a map available Monday evening to show you
the amount of right-of-way the County is asking the City to acquire. It is a
substantial amount for a road that is currently a very Iow volume gravel road. I
have discussed the right-of-way acquisition with other City staff, and we are
unsure of how the City would fund right-of-way acquisition for this project.
County Road 44 (Meadowvale Road)
This is the reconstruction of Meadowvale Road from TH 10 to CSAH 1. The
County has indicated that this project is in their 2004 program. We had
previously discussed with the County the potential of the City taking over this
roadway and this reconstruction project. After discussions with the County
Engineer and County Administrator, it was determined that there was no benefit
to the City of Elk River to take over this project. We are currently waiting for
preliminary design information from Sherburne County to determine whether or
not the City can construct a walking trail within the available right-of-way.
CSAH 1
We have heard indirectly from the Elk River Municipal Utilities that the County
has the reconstruction of CSAH 1 from approximately the Elk River Country
Club to the north City limits in their 2005 program. I will vedfy this with Mr.
Schwarting and give the Council an update on this project Monday evening.
One thing the City may want to consider is continuation of the bituminous trail
further north along the CSAH 1 alignment.
County 33~County Road 77 Realignment
The County has been successful in getting this project in the draft federal
transportation plan for fiscal year 2006. As you are aware, City staff has been
working with the County and the gravel mining interest in this area to discuss
the realignment of County Road 33 and County Road 77 west of TH 169. I will
vedfy that the funding is in place and whether or not Mr. Schwarting anticipates
needing any help from the City of Elk River in accomplishing this project.
D. MISCELLANEOUS PROJECTS
TH 169~County Road 33 Interchange
MnDOT has in the past two weeks begun work on the construction of the
diamond interchange at the intersection of TH 169 and County Road 33. It is
our understanding that the project will be substantially complete in the 2003
time frame.
GIS Mapping
We are continuing to work with Elk River Municipal Utilities and City staff to
build the City's GIS map. This will be an ongoing project over the next several
years, as budget considerations allow other parts of the City system to be put
into a GIS map format.
