1. Call meeting to order June 6, 2006
President Jerry Takle called the June 6, 2006, meeting to order.
2. Consider Utilities Agenda
James Tralle moved to approve the June 6, 2006, Utilities Agenda. John Dietz seconded
the motion. Motion carried 3-0.
3. Consider Consent Agenda
James Tralle moved to approve the Consent Agenda as follows:

5.1 Staff Un-dates
Bryan Adams reported that both electric and water peaked on Memorial Day (Monday).
Glenn Sundeen referred to Bryan's miscellaneous memo regarding the status of the
following projects:
• Otsego Substation should be energized soon
• Otsego Feeder project is progressing better than anticipated
• Hwy 101 and County Road 42 road bore project is complete
• Target Feeder project still underway
• Station 14 substation construction remains on schedule
David Berg reported on the 14 new security sales for May. Maintenance on Well #4 is
still underway and staff has been flushing hydrants.
Theresa Slominski informed the Commission of an office employee that has been on
maternity leave has decided not to return to work. Staff is currently interviewing for that
position and hopes to be able to award the job by the end of the week.
5.2 Review Co Rd 40 Rebuild Proiect
At our March 2006 Elk River Municipal Utilities Commission meeting, we were apprised
of the upcoming County Road 40 road project. Sherburne County received federal funds to
rebuild County Road 40 and it appears this project will start late this year and be completed in
2007. This road project will require us to relocate and upgrade the overhead electric line. To
avoid tearing up this new road in a year or two, a trunk water line should also be installed with

this road project. Lori Johnson, City Administrator, also indicated this at our March meeting.
The question is how will this water trunk line be paid for?
Discussion followed regarding the actual costs associated with this project. The estimated
footage of the 16" trunk watermain is 11,300 feet. Bryan Adams added that the cost per foot
was around $70.00 as there would be some road boring involved. Lori Johnson said the
$800,000 was not planned for in their budget and the $1,800,000 in the City's fund is
relegated to other sewer and water trunk projects throughout the whole City. The City collects
$7000 per acre as a sewer and water trunk assessment to finance trunk utility assessments.
There is a development in planning stages with the City that would affect this area. John Dietz
asked if this development was approved, when would the trunk fees be due. Lori Johnson
stated the trunk fees would be due upon construction of the development, however the
development is still in preliminary stages and has a contractual limitation that prevents them
from starting until after 2007, funds would be received in 2008. The concern is who would
subsidize the monies until payments come in for the trunk fees. Bryan Adams questioned
what the previous trunk fees paid to the City are used for other than the new trunk watermains.
Lori Johnson stated that the fees are not only used for new construction but for maintenance,
upgrades, and lift stations. Bryan Adams felt the City should be funding this project as they
have in the past.
James Tralle moved to table this discussion until the next months meeting. John Dietz
seconded the motion. Motion carried 3-0.
6.1 Consider Community Wide Internet System
Mark Erickson of Hiawatha Broadband Communications gave a presentation of
Community Wide Internet Service. The possibility of supplying customers with broadband
Internet and the options available, along with the costs associated were discussed. No action
taken at this time.
Other Business
There was no other business.
The next regularly scheduled meeting of the Elk River Municipal Utilities Commission
will be July 11, 2006.
President Jerry Takle adjourned the regular meeting of the Elk River Municipal Utilities
Commission at 5:20 p.m.
