Dear Bruce,
Once again it is time to inform you of the results the annual Audit of your Safety
program. This evaluation is a combination of employee/management actions and
reactions throughout the past year and my observations of them. Also, it is a review of
OSHA and DOT Safety compliance of your program. The SP-9 evaluation format that I
am using is detailed in your AWAIR Program. The specific comments are to be used as a
tool and a guide for our approach to strengthen the Safety Program in the following year.
The (SP-9) review of your Safety Program consisted or'9 elements. The following is an
overview of the Safety categories and your Safety Program evaluation in each category.
I will gladly review in detail any or all of the evaluation.
1. Employer Commitment:
· Pro-active good leadership, Excellent support, Strong involvement.
2. Employee Involvement:
· Good participation and getting better from all Departments.
3. H ~azard Control: · Unsafe conditions need to be reported by all departments.
· Safety Tailgate meetings need to be done and documented.
· Written SOP and guidelines are suggested.
4. Facility Maintenance:
· Well Maintained.
5. Accident Analysis:
·
Building staff does excellent job.
Accident reviewed and communicated to affected personnel.
Near misses need to be identified and reviewed at Safety meeting.
6. Occupational Medicine:
· Complete as needed.
Contractor Safety:
· We have informed contractors of their Safety responsibilities and our
Safety commitment.
1. All larger bid items have this in place. This is currently being
implemented with the smaller contractors.
2. Pre-construction meetings having Safety as a Major Topic and is
being done on a regular basis.
8. Employee Training:
· OSHA & DOT Compliance Training is on target.
9. Emergency Response:
· Specific Site information is in place.
Overall Rating: Very Good
Comments:
First, the support from the City of Elk River has been tremendous. This past year we
have worked on DOT CDL compliance and Driving awareness. We have met the
requirements for Reasonable Suspicion Training for Supervisors. We have developed a
hands on Driver Training program (St. Cloud site) that will include all of the staffthat
uses the Cities vehicles. We have developed a New Employee Safety Orientation
program for all new hires in the City. The Confined Space program has been upgraded,
including training & coordinated efforts with the Fire Rescue staff. This has been a
proactive year and I am very pleased with our progress.
