The 2005 water budget contains a number of capital items staff desires to implement.
The first is a $15,000 item to purchase a trailer mounted air compressor and hammers.
With a larger water system, the water department is doing many system maintenance
such as repair and raising valve boxes in the streets, repair and painting of valves, and
maintenance in filter plants all requiring a source of compressed air. Staff is proposing to
purchase the following.

Approximate cost $14,000 depending on hammer bits and air hose length
The 2005 budget contains a $50,000 item to initiate an aquifer storage and recovery
study. The concept behind Aquifer Storage and Recovery (ASR) is to treat water during
off peak (Oct. thru March) when we have treatment capacity and inject it back into the
aquifer (storage). During periods of high demand (summer months) this treated water
can be pulled back out of the aquifer (recovery), re-chlorinated and pumped into the
distribution system. The benefit is not building a water treatment facility at an
approximate cost of $1,000,000 fora 1000 gpm plant. The downside is we must pump
this water twice and chlorinate it tv`~ice at an additional cost of approximately $200/
million gallons or $14,000 for 70,000,000 gallons/year. Additional $14,000/year to save
a $1,000,000 plant investment is a substantial savings.
The other risk is, this technology has been done in other states but never in Minnesota. It
could ultimately cost us $250,000 in testing and engineering fees to see if this technology
will work. It does make sense to phase into this project. Attached is a flow chart
indicating the three step process and estimated costs.
The final expenditure deals with starting our adventure into the GIP/GPS Technologies.
Dick Wagner has completed his computer aided drafting (CAD) classes and is starting to
perform this CAD function of making/revising drawings and map up-dating. The 2005
budget contains a $27,000 item to purchase a plotter, hardware, and software for GPS
(global positioning system) to locate water street valves and customer curb stops. Last
year we started the process with Howard Green Consulting engineers locating the street
valves (see the attached map). We plan to take over this function along with locating all
of the curb stops. This information will be stored in a geographic information system
(GIS) already in use by the City. We will need to purchase an operating license for this
software. Attached is a GIS snap of Elk River with the valve locations. Stored with the
valve locations are maintenance, size, and year installed for each valve etc. The GIS
system provides a great way to store information and retrieve it on a geographical basis.
Staff recommends proceeding on these three issues.
