This project is to accommodate our increasing electric growth. The 2005 budget contains a $15,000 item to complete the necessary engineering this year. Attached is an engineering proposal from USG to do the necessary engineering work. United Services Group will develop specifications and review the West Substation equipment components and relaying components to ensure adequate capacity, functionality, and physical clearances. Drawings will be changed or created as required. Elk River Municipal Utilities shall make arrangements for transformer testing, loading relay settings, and testing of the circuit breaker. The existing 12/17.9 MVA LTC 69KV/12.471N transformer from Elk River West Substation will be relocated to Elk River North Substation. A 69 kV SF6 circuit breaker will be installed at the Elk River North Substation. United Services Group will develop specifications and review the North Substation equipment components to ensure adequate capacity, functionality, and physical clearances. Drawings will be changed or created as required. Modifications to the existing foundations, cable conduit, grounding and steel drawings are required. United Services Group will provide physical installation design package for the installation of the transformer and circuit breaker. A Relay and Control package will be designed for the control of the circuit breaker. A control panel shalt be required. Ado power supply (battery bank) shall be required to power the relay control panel and circuit breaker. Elk River Municipal Utilities shall make arrangements for transformer testing, loading relay settings, and testing of the circuit breaker. United Services Group will provide engineering design drawings, specifications of electrical equipment, and a bidders list for material purchase and installation; Elk River Municipal Utilities will provide coordination for the delivery and staging of all materials, coordination of bid processes, coordination of construction and project management for the completion of the substation. United Services Group shall assist Elk River Municipal Utilities in the permitting of the construction and inspection of the substation for energization and turnover. Construction Permit Re uiq red?
