At the April 12, 2005 Elk River Municipal Utilities Commission meeting the operational
employees asked for and received a rest period provision. This commission should
formally adopt this policy. I have added the sentence that is underlined. This sentence
alleviates some issues I have previously experienced with this rest period provision.
Elk River Municipal Utilities will allow one hour rest lime without payroll
deduction for each hour overtime worked from midnight to start of scheduled
shift, excluding Saturday and Sunday, N~hen released. This rest time shall be
taken during the next scheduled work shift. When employees are not released
for rest time, all hours worked on normal shift shall he at time and one half.
It is the employees resvonsibilily to notify the supervisor prior to taking the
rest period and to take the rest z~eriod
We have discussed the underlined portion of the rest period provision with our employees
and they have no objection.
In a related issue, a couple of our employees asked, after our last commission meeting, if
we could relax the 10 mile radius living distance for employees on call. Many of the
surrounding utilities have much less stringent requirements. Also with the price of homes
in Elk River, a larger radius particularly to the north and west would make homes more
affordable. I suggested to the employee we would address this issue at a later date
possibly this fall when we discuss health insurance. We are just letting you know this
issue is on the radar screen.

As a final note, we just received our premium charges for life insurance, long term
disability (LTD), and dental insurance. Attached are two e-mails and a spread sheet from
Jodi Berge, our insurance broker. The total increase for all three benefits is 7.92%

Bryan,
Regarding the renewal with Principal, the long term disability rate with Assurant in 2003 was $1.12 per
$100 of payroll. We termed Assurant and went with Principal at .89/$100 payroll. Now at your renewal
effective June 1, 2005, the rate is increasing to .96/$100 payroll still under the $1.12 with Assurant in
2003.
The dental rates increased again, however, the rates are still lower except family with kids (ee+ sp still
much lower). I will be emailing another spreadsheet this afternoon that will have your dental history on
it. So still looks good.
