Periodically, MDH (Minnesota Department of Health) inspects community water supply
systems. Attached is the summary sheet of 2003 survey which we just received. This
survey reflects no deficiencies. The MDH is changing some personnel due to
retirements. David Schultz was our technical engineer a number of years ago but has
been promoted to regional supervisor. Filling his position was William Anderl who
recently retired. His replacement is Kim Larsen who will be starting in May 2005. MDH
does not spend a lot of time on Elk River because we operate a good system, do our
future planning and have enough financial resources to carry on business. We continue
to maintain a good relationship with MDH. David Schultz also continues to be a good
advocate for us at the state level.
Also attached is a copy of 2004 water confidence report that is mailed to all of our water
customers on an annual basis. This report reflects if our water quality is in compliance
with all state and federal regulations.
St. Cloud, St. Paul and Minneapolis obtain their community water supply from the
Mississippi River. They are doing a Source Water Protection Plan which is very similar
to our Wellhead Protection Plan we adopted a few years ago. We had an opportunity to
host an informational meeting in Elk River to facilitate St. Cloud, St. Paul and
Minneapolis source water protection plan. Attached is a map reflecting the source water
protection area for St. Paul and Minneapolis. They have their work cut out for them.

The water systems operates with two pressure zones. Two pumping stations are used. Flushing is
used to maintain adequate flows in the southeast corner of the low service area.
