During the last couple of Elk River Municipal Utilities Commission meetings we have
discussed both the Hwy 101 intersection construction at CSAH 39 & 42, and in general
Otsego growth.
On June 22, 2005 your staff met with IV1I~'DOT concerning the utility crossings at CSAH
39 & 42. It was obvious during this meeting, MNDOT was very preoccupied with the
pending state shutdown and ho~~~ it would affect them. MNDOT was very insistent that
small utilities (electric, gas, telecommunication) not parallel MNDOT right-of--way on
state right-of--way. We can only cross perpendicular to MNDOTrigM-of--way. This will
require us to do the following.
1) Abandon our existing three Hwy 101 crossings and replace them at same
location but much deeper. CSAH 42 crossing is currently overhead but
will be placed underground. After MNDOT has completed the soil borings,
they will establish at what elevation we can cross Hvvy 101. Depending
upon the duration of the state shutdown, our phase of the work will not
take place until late 2005 but probably spring 2006.
2) We will not be able to serve Otsego growth from Station 14 substation but
from Otsego substation which we planned to upgrade next year.
3) We need to authorize USG to do the necessary engineering to upgrade the
Otsego substation. Estimated engineering costs are $20,000. The estimated
costs of the Otsego substation upgrade are in the $220,000 range.
4) The CUP process was initiated to do this substation upgrade. Otsego planning
commission will be addressing this issue on July 18, 2005, Otsego City
Council on August 8, 200.
Attached are the following items to give you a flavor of the future planned developments
in Otsego around Parrish Ave. and I-Iwy 101.
a) A 1 1" x 17" plat of Otsego Waterfront East.
b) "Coning map of area between Parrish Ave. and Hwy 101.
c) Conceptional road layout east and west of Parrish Ave.
d) Detail of the Kolles farm development which will start this fall.
On another Otsego development issue, Otsego is redeveloping the northwest quadrant of
Parrish Ave. and CSAH 39. This development is titled Mississippi Shores 6t~' and 7l~'.
Attached is my letter dated June 22, 2005 to Otsego addressing the issue of moving poles
vs. burying the feeder. This issue will undoubtedly be tied to the CUP for the substation
upgrade.

On June 21, 2005 you met with Glenn Sundeen and I concerning the relocation of three
utility poles on the above referenced project. Later that morning we also met with your
City Engineer, Ron Wagner. The issue is relocating overhead electrical lines vs. burying
the electrical system per city ordinance. We view moving three electrical utility poles for
a road improvement project as maintenance and is allowed under ordinance where city
staff views relocation of utility poles as new construction and as per the ordinance, must
be buried.
The following facts must be considered when reviewing this issue.
1) These three poles are in the middle of a major overhead feeder line from Elk
River to Dayton and to the Otsego Substation. Burying a small section of
electrical line in the middle of an overhead system, increases the probability of
electrical outages due to lightning. This particular electric feeder serves not
only Otsego, but also customers in Dayton and Elk River.
2) The cost to bury the overhead line just in the CSAII 39 & 42 areas is in the
$70,000 range. The delivery of the necessary equipment is in the l 2 to 14
week range.
3) When burying an existing overhead electric system, the affected residential
and commercial customers will also incur expenses in replacing or modifying
their electrical entrance facilities. For a residence, the costs are in the $500
range and for a commercial business, it could easily be in the $2,000-$10,000
range depending upon circumstances.
We understand the CSAH 39 & 42 intersection area will ultimately be the Otsego "Town
Center" and you want it to look as inviting as possible. We support this concept. To
achieve this vision, we would suggest the following.
a) Relocate the overhead electric poles as required as a temporary solution.
b) The Elk River Municipal Utilities has recently applied for a CUP to upgrade
the electrical substation at CSAH 39 and 89`" Street. Upon completion of this
substation upgrade, the Otsego electric load can be fed from this substation
instead of from Elk River along Parrish Avenue. This will reduce the reliability
concerns outlined in item #1 above. Upgrading this substation should be
complete by late 4`" quarter 2006.
c) When the CSAII 39 & 42 intersection electrical system is placed underground,
due to its cost, we desire to do it only once and do it correctly. Case in point,
approximately two years ago, we installed an underground electric system
for the beginning phase of Otsego Waterfront East. Now it must be redone
due to MNDOT Highway 101 project. We need to take a comprehensive view
if Otsego's future growth from a how, where, and vv~hen perspective
particularly along Parrish Avenue where the main feeder is now. From this
analysis we can develop an acceptable construction plan. This will address
address item #2 above.
d) When converting from an overhead to an underground system, existing
customers will incur some expense and there are some right of way/easement
issues that need to be resolved. This electrical equipment will now be on the
ground taking up space. My experience has indicated the right of way/
easement issue can be resolved with proper planning and design but customers
incurring additional expense can be very troublesome.
