There are already many electrical department small projects (under $10,000) already scheduled
to be completed this spring. Many of these projects will require cable installation by method of
underground boring or pushing. Because Elk River Municipal Utilities doesn't have the
specialized equipment to do this type of work, this would be completed by third party
contractors. Most of these types of small projects require quick scheduling and installation to
provide good and timely customer service. Staff requests Commission approval to secure third
party work for process ERMU is not equipped to do for projects under $10,000.
As an update to other construction projects scheduled and approved for 2009, planning and
material acquisition continues with construction season fast approaching. The Twin Lakes
Estates 2°d housing addition will probably be the first to start installation. Materials are already
in stock for this project. The County Road 1 Feeder project required for the Connexus territory
acquisition in 2010 is still in planning. Because of the easements, driveways, roadways,
landscaping, and wetlands along the project running line, there will be significant underground
boring required. This was known during the budgeting and planning process which started in
early 2008. Depending on the locations of other utilities, ERMU intends to complete as much of
the installation work as possible. Still, much of this work will need to be bid out for third party
contractor installation. Staff requests Commission approval to move forward with the formal
bidding process to be able to bring bids back to the May Commission meeting for approval.
