Minor load growth and colder weather account for this increase. Electric demand for the same period is up by only 6.3% -- this is a positive statistic. Mazch 09 water use is down 17% compared to Mazch 08. Antennas have been installed by Met Council on the Gary Street water tower. The installation is complete. _ Discussions with Central Minnesota Municipal Power Agency (CMMPA) continue as we look for a replacement wholesale power supplier beginning in 2018. According to a number of sources, finding a supplier outside of the municipal power agencies is becoming more difficult because of an overall lack of excess capacity and there are few new facilities on the drawing boazd. This is resulting in shorter contract offers or even refusals to renew between municipal utilities and IOUs such as Xcel or Power Cooperatives such as GRE. This makes Big Stone II an interesting alternative for ERMU. While Connexus Energy is willing to renew our contract, the requirement for ERMU to cease acquiring service territory is paramount in discussions to date. The attached Rate Comparison has been revised to include newly acquired data. Note this yeaz, ERMU has a 4% lower residential rate than Connexus Energy and is neazly the same as Xcel's residential rate. ERMU has a 10% lower small commercial rate than Connexus Energy and is 5% less than Xcel's small commercial rate. Unfortunately, our large commercial rate is still 7% to 9% higher than Connexus Energy and Xcel's lazge commercial rate, but this perennial gap continues to close, and we should continue to work on the issue. Commissioner Thompson and GM Zehringer attended MMUA's Winter Legislative Conference on March 25 & 26. Summaries of some of the more pertinent presentations include "Energy Issues In Minnesota" by William Glahn, Office of Energy Security. He concentrated on Conservation Improvement Programs (CIP) and also on the movement towazds C-BED (community based energy development) programs. MMUA's Position Statement (brochure attached) details this Program and several others including Feed-in Tariff Legislation. Feed-in Tariff is an above mazket pricing program to encourage private installation of wind and solar systems. The payment from utilities under this program for energy produced by these systems ranges from 10.5 cents per kWh for wind and up to 61 cents per kWh for solar. If this ever becomes law, our rate payers will be subsidizing these installations through rates. MMUA opposes this legislation as should ERMU! Please review MMUA's other position statements included in the brochure. Dave Berg, of R. W. Beck, gave a presentation entitled "Planning for Power Supply In An Uncertain Future". His presentation is attached. He focuses on an ever declining generating capacity in MAPP (Mid-continent Area Power Pool) with most new facilities utilizing an ever decreasing reserve of more expensive natural gas. He discussed carbon tax indicating it could go as high as $60 per megawatt-hour (which would increase our customer's bills by about 60%), as well as the volatility of a carbon cap and trade program. He also discussed the down side of depending on wind generation, ie 50 MW of wind backed up by 50 MW of coal-fired generation will also require 50 MW of gas-fired generation because acoal-fired plant cannot ramp up and down rapidly enough to compensate for the variable output of a wind system. A gas-fired generator can, but is too expensive to operate as a base load plant, hence a double backup system for wind! Interesting concept! Greg Oxley, MMUA's governmental liaison, reviewed pertinent energy legislation. A summary of that activity is also attached. Much of it concentrates on repealing the moratorium on nuclear generation and changes in and/or increased emphasis on CIP and renewable energy programs. It seems that the stimulus money has a multitude of possibilities and everyone has their hand out! Incidentally, the Senate did vote to repeal the moratorium on nucleaz energy just last week, but the House has yet to pass similar legislation. They voted to uphold the moratorium in March, but most of those in the know believe it is just a matter of time before the moratorium is lifted. It can't be soon enough from my perspective! There's even legislation supporting our AC Tree Program! The latest issue of The Kiplinger Newsletter under "Energy" states "when new comprehensive energy legislation earns approval by Congress, utilities will have to slow growth in electricity use, offering programs that put the bakes on before they can get an OK for new plants or transmission lines. To do so, they'll offer sweet deals to both businesses and homeowners: Juicy rebates on the purchase of new super-energy-efficient household appliances, industrial boilers, heating and AC systems and so on, replacing old energy gulpers." This is evident in the new tax credit program just announced last week. There are now 30% Federal tax credits on energy efficient air conditioners and heat pumps with a cap of $1500 and also 30% Federal tax credit on geothermal heat pumps with no cap. That could mean up to $8,000 tax credit for a geothermal system installed. That credit coupled with our $2000 geothermal rebate could make for renewed interest in geothermal heating and cooling! Helping local business succeed. and supporting the local economy have been municipal utility hallmarks for generations. We have long supported community economic development initiatives, and we will continue to do so. Bringing economic value to our communities is an important part of our mission. Municipal utilities support the Communi -Based Energy Development (C-BED) concept. A number of our municipal power agencies have either participated in or aze considering participation in C-BED qualified projects. But if C-BED is to be successful, it must be implemented in a practical, workable manner, and it must ensure that proposed projects aze viable in the short and long term. The biggest impediments to C-BED development continue to be the lack of transmission, availability of turbines, and the sporadic nature of the Production Tax Credit (PTC) reauthorization. The best incentive that the state could provide to C-BED would be to ensure that proposed transmission line projects are permitted in an expeditious manner. The certificate of need process for transmission must be streamlined and simplified so that needed improvements can move off the drawing boazd and both C-BED and non-C-BED projects can begin carrying energy and help meet our Renewable Energy Standazd (RES) goals. HF 357 and SF 399 were introduced to require electric utilities to purchase renewable energy from certain C-BED projects. Specifically, the bill would: Require that no utility may build other generation unti1800 mega- watts of new C-BED capacity is installed in the state. • Set the price for C-BED projects of 5 MW or less in statute at. a rate higher than the market or the net metering rate. • Authorize MPUC to set standardized contract provisions. We oppose this legislation, which creates serious problems for joint action agencies trying to comply with Minnesota's RES for the following reasons: There is no need to mandate pur- chases from specified renewable projects. Utilities currently have about 420 MW of community wind in the state and 120 MW of C-BED wind, about 259f- of the total installed wind capacity in the state. The 2007 RES was enacted with a directive to utilities to pursue the RES in the most efficient and cost-effective way possible. This legislation would make it harder and more expensive to meet those standazds and could significantly delay better renewable projects by mandating that smaller, less effi- cient projects would be built first. • the proposed legislation doesnt address the real obstacles to C- BED projects: difficulties in ac- cessing the MISO transmission system, turbine shortages, and technical issues related to con- necting to the grid. Instead, the legislation only guarantees an exorbitant profit for a few wind developers. Public power systems are the original community-based energy projects owned by and benefitting the consumers they serve. They aze an ideal vehicle for local participation.. Helping customers improve their efficiency helps the environment, helps the utility defer the need to invest in generating facilities and helps consumers manage their energy bills. Municipal utilities'support for energy conservation has been demonstrated by their continuing efforts to meet state energy conservation mandates. Municipal utilities were early leaders in developing programs to manage and control customers' peak. Many municipal utilities have been operating energy efficiency programs for 20 years or more. Many others have become increasingly engaged in developing and implementing conservation programs. In 2007, the Minnesota legislature passed a statewide CIP goal of 1.596 annual conservation savings for electric and natural gas utilities. Some suggest an even higher goal should be established. However, the 1.596 target is generally considered to be a difficult goal, and we believe that utilities and the Department of Commerce (DOC) should be allowed to ramp up to the 2010 target date before the Legislature considers any additional changes. Minnesota municipal utilities currently spend about x12 million per year on conservation programs. After operating active conservation programs for many years, some utilities have picked all the low- hanging fruit and are finding it more difficult to maintain cost-effective conservation programs. Minnesota's municipal utilities are serious about conservation, but we are also serious about spending our ratepayers' dollars wisely and about not raising rates to pay for unproven or highly speculative conservation programs. We believe that the legislature should take a cautious approach toward any further conservation spending mandates. Minnesota's policy regarding CIP. should adhere to the following . principles: No additional CIP requirements should be imposed on municipal electric or gas utilities until we have had an opportunity to fully implement and to gauge the im- pact and effectiveness of the 2007 legislation. These measures constitute an aggressive and comprehensive plan for reducing Minnesota's greenhouse gas emissions. To effectively meet these targets, however, we need to develop a forward looking, comprehensive, national solution that ensures a reliable and cost-effective supply of energy. Twenty-first century wholesale electric markets simply do not lend themselves to acap-and-trade regime imposed by a single state or region. We believe that effective climate change policy must: • Be national in scope and recognize regional differences that can im- pact the fairness and effectiveness of any program designed to ad- dress greenhouse gas emissions. • Be economy-wide and apply to all industries, including sectors such as transportation and manufactur- ing aswell aselectric generation. • Protect the ability of U.S. and Minnesota industries to compete in world and regional markets and consider the competitive impact on jobs. • Allow credit for early actions tak- en to reduce greenhouse emissions. • Maintain reliability, protect na- tional security and avoid overreli- ance on any single fuel recognizing the importance to the nation of preserving a diverse mix of elec- tricity generation fuels, including coal, nuclear, natural gas, and all renewable energy sources includ- ing hydro. Support expanded efforts for re- search, development and deploy- ment ofcost-effective technologies to reduce, capture, transform or sequester greenhouse gases from emission sources throughout the national economy. The 1974 law establishing electric. utility service territories:was the result of a landmark compromise between investor-owned (IOU); cooperative, and municipal utilities. The law gave co-ops amarket guarantee for their planned $1 billion Coal Creek project and has provided them with a reYenue stream to s~ipport;nurrierous other large projects-over the years Tle,law_ also; preserved the, right of municipal utilities to g;ow with their cities. The- cooperatives enthusiastically supported the passage of this legislation. The 19741aw has worked very well for the electric cooperatives. It not only preserved the co-ops' customer base in the 1980's when they were troubled with high rates, it allowed the co-ops to retained huge service territories from which they have received substantial growth, particularly in the Twin Cities metro area and around many non-public power cities in greater Minnesota. . The co-ops have benefited from new, incorporated urban area within their service temtories that is five times the size of the area absorbed by municipal. electric utilities after annexation. This has'resulted in kilowatt-hour sales and new customer acquisition growth rates for cooperatives. that are higher than those of other types of utilities- in the state. In fact, the co-ops' customer base has virtually doubled since the enactment of the service temtory law in 1974. PUC decisions concerning compensation paid for service territory purchased by a municipal utility have resulted in increasing awards to co-ops.. Today, cooperatives not only receive full reimbursement for facilities, payment for any reintegration costs, and payment for lost revenue from existing customers, they are even provided compensation for future customers not in existence at: the. time that the municipal utility begins serving the area. Compensation paid to cooperatives now amounts to more than $16 million. In-the past. few years, howeve% a growing number of co=ops have pursued increasingly extreme positions in negotiations, demanding. ever higher levels of compensation. Several cooperatives have even. forced municipals to resort to time consuming and expensive action before the Minnesota Fublic Utilities Commission or before the district courts. There is growing evidence that these actions represent a coordinated attempt to obstruct municipal growth as much as possible and to discourage municipal utilities from pursuing their rights. For example, we estimate that, over the past few years, Minnesota cooperatives received at least $2 million from the "service territory integrity fund" of the National Rural Cooperative Finance Corporation (CFC), a national fund expressly created to prevent public power cities from growing with their cities. In the last several years, a number of attempts to work out a universal compensation agreement with the co-ops have ended in failure. The most recent effort .ended after several months of fruitful negotiation, when the MREA Board of Directors abruptly put a stop to_the meetings just as it seemed that a settlement was -about to be reached. The landmark service territory law of 1974 has allowed Minnesota's electric cooperatives to protect their power plant investments, to greatly expand their business, and to secure generous. compensation for. municipal acquisitions. This law was passed as a result of a compromise with the municipal utilities, whose only requirement was that they continued to be allowed to grow with their cities. It has become obvious that the co-ops have atterinpted to use compensation disputes as a way o derail the intent of the territory law by obstructing the rimunicipal electric: utilities right, to grow with their cities. It's time. the cooperatives honored the compromise they 4yanted in the first place. It's time they kept their word. Municipal.-utilities cannot forego the essential right tn`grow with our cities, which has been recognized since the inception of the industry more than one hundred years ago. Serving all citizens and businesses in our cities is what municipal utilities are all about. From along-term perspective denying municipal utilities this fundamental right is the same thing as denying their right to exist. Modern, affordable telecommunications infrastructure is key to economic growth in the 21st Century. Unfortunately, some areas in Minnesota aze without this infrastructure. Others suffer with unreliable, slow, or expensive service. Studies continue to show that the U.S. is rapidly falling behind other industrialized countries in the deployment of broadband services. A number of municipal utilities, however, have moved to fill this gap locally. Why municipal telecommunications? Municipal utilities are on the cutting a of providing broadband technology service in Minnesota an~across the nation by offering a variety of wireless, DSL, cable modem, broadban~wer line and fiber optic roa band services. Municipal communications utilities: (1) drive economic development, serve existing business and industry and attract new ones; (2) improve the efficiency of city and other local government institutions, including utilities; (3) keep customer savings. in the community, where further economic activity is spurred; (4) provide a wide variety of other public purposes that citizens, through their elected and appointed officials, demand. In short, they close the digital gap that existed before their establishment. Municipal utilities aze often well- positioned to provide broadband service to their cities. The Legislature can allow cities to better control their economic destiny, and help the state reach its broadband goals, by: • giving municipal utilities express authority to enter into joint tele- communications ventures with other entities; removing bamers to entry to mu- nicipal telecommunications efforts; and • giving cities an opportunity to bid on local exchanges, if they are to be sold. Joint ventures make sense. Municipal utilities have authority to enter into joint ventures with other entities for the provision of electric service. It is a logical extension to include telecommunications under the municipal joint venture authority. Municipal utilities are perfect parrners for local telephone companies in the provision ofbroadband access in underserved areas. Cooperation. between municipal utilities and others could result in a sharp reduction in the costs of making and delivering broadband services. It's a synergistic situation, where cooperation between the two could attract more customers for both. Remove barriers to entry. Like many local phone companies, municipals view broadband access as a service necessary to ensure economic viability. To foster broadband access, we must be allowed a reasonable opportunity to provide telecommunications services ourselves. That means reducing, to a simple majority vote, the 65 percent super-majority referendum requirement to construct a new phone exchange. 'Ihe local service option. As recently as 2005, Qwest was the subject of merger speculation. If the company merges or decides to sell exchanges, it should be required to offer local exchanges individually to local interests, including cities and municipal utilities. Cities should be able to offer all telecom services without barriers. The contention that public bodies should not provide a service offered by private enterprise is disingenuous, since in many areas of the state: the private sector is unable or unwilling to provide these services. In these. localities, municipalities may be the only viable means of introducing such services. Affordable, truly high-speed- broadband access is crucial to a city's economic future. Still missing are job description questionnaires for the tvvo new positions created during the Utilities recent staff restructuring. These two new positions are for the Director of Operations and the Superintendent of Technical Services. The job evaluation system and it application to the job description questionnaires that staff had completed are really intuitive and easily used. Management is in the process of reviewing the results to provide feedback to Mr. Kelsey. The City of Elk River has begun work on an agreement between the Utilities and the City for the sharing of the City Public Works Director for supervision of the Water Superintendent. A draft of the agreement is attached for the Commission's review. No action is needed at this time. Connexus Energy has resumed working on a distribution interconnection agreement with ERMU for the Waco Substation. Elk River Municipal Utilities has distribution interconnection agreements with Connexus for the North Substation and Substation 14 -Bank 4. At both of these substations, Connexus has taken a feeder out of the sub. At the Waco Substation, Connexus is requesting to take a feeder out to be used as an emergency backup. The interconnection agreements have been 5 year rolling agreements covering shared costs based on usage. This new agreement will be similar and was originally discussed with ERMU before the Waco Substation was constructed. During the second week of May there will be a number of American Public Power Association (APPA) trainings offered in the Twin Cities area. Included in the selection of trainings are some public power rate design classes. A number of the Utility's managers plan to attend some of the trainings. The costs for these trainings are covered in the 2009 budget. AGREEMENT REGARDING MANAGEMENT OF THE ELK RIVER WATER SYSTEM THIS AGREEMENT ("Agreement") made and entered into by and between the City of Elk River, ("City") 13065 Orono Parkway, Elk River, Minnesota 55330; and Elk River Municipal Utilities ("Utilities") 13069 Orono Parkway, Elk River, Minnesota, 55330. WITNESSETH WHEREAS, Utilities operates the City of Elk River electric and water utilities; and WHEREAS, City operates and manages all other municipally owned infrastructure within the City, including the public streets and sanitary sewer system;`and WHEREAS, much of the infrastructure for the City of Elk River water system is located under public streets within right of way owned and managed by the City; and' WHEREAS, development and operation of that portion of the water system ocated within public right of way requires careful coordination with and supervision by the City Public Works Department; and WHEREAS, management and operation of the water system also requires careful coordination with the City Public Works Department, which'manages the City's sanitary sewer system; and WHEREAS, City and Utilities agree that it will be more efficient, and the public interest will be better served, by having management of the CiTy water system under the City Public Works Department; and WHEREAS, City and Utilities desire to enter into this Agreement providing for management of the City of Elk River Water System by the City Public Works Department; and WHEREAS, this Agreement is authorized and provided for by Minnesota Statutes § 471.59 and by Minnesota Statutes § 412:361, Subd. 5. NOW, THEREFORE, in consideration of the mutual undertaking and agreements hereinafter set forth, City and Utilities agree as follows: 1. SERVICES TO BE PROVIDED. The City Public Works Director, or such other City employee or representative as the City Administrator or City Council shall designate, shall provide to Utilities the Management Services described in Attachment A ("Management Services"). Any City employee or representative providing Management Services to Utilities will continue, at all times, to be supervised, controlled, and directed by the City. 2. RESPONSIBILITIES RETAINED BY UTILITIES. Utilities shall continue to operate the City of Elk River Municipal Water Utility. The Management Services to be provided by City to Utilities shall be limited to the management, supervisory, advisory, planning and budgeting services described in Attachment A. Utilities shall retain all other responsibilities for operating the City Water Utility including, but not limited to: employment of the personnel necessary to operate the water system; acquisition, maintenance and disposition of the land, equipment and materials necessary to operate the water system; establishing and collecting water rates, fees and other charges; and adoption of policies, procedures and rules for the operation of the water system. 3. TERM OF THE AGREEMENT. The term of this Agreement shall be for one year from the effective date of this Agreement. This Agreement shall be renewed each year automatically for successive one year terms, unless one party gives 60 days written notice to the other of the first party's intent not to renew this Agreement. 4. PAYMENT FOR SERVICES. Utilities shall pay tv City an annual fee for the Management Services provided to Utilities. The annual fey for the initial one-year term of this Agreement shall be $12,000. The City may adjust the annual fee, to reflect its costs of providing the Management Services, by giving Utilities notice of the new annual fee 120 days prior to the expiration of any term of this Agreement. 5. CONTRACT ADMINISTRATION.. A. City designates its Public Works Director, or such other representative as the City Administrator or City Council shall designate,. to represent City in all matters connected with this Agreement on behalf cif City.... B. Utilities designates its Chair, or such ether representative as the Utilities Board of Commissioners shall designate, to represent Utilities in all matters connected with this Agreement an behalf of Utilities. C: Each party's designee shall be available `at reasonable times upon reasonable notice to confer with the other party's designee. Whenever feasible, practical and not in conflict with mandated duties and responsibilities, City shall endeavor to provide the Management Services in accordance with the intent of Utilities. D. Utilities and City shall provide the full cooperation and assistance of its officers, employees, and agents to each other in the performance of this Agreement. 6. RELATIONSHIP OF THE PARTIES. The parties agree that nothing herein contained is intended or should be construed in any manner as creating or establishing the relationship of co-partners or joint employers between the parties or as constituting either party as the agent, representative or employee of the other for any purposes or in any manner whatsoever. City shall be an independent contractor with respect to all services performed for Utilities under this Agreement. City personnel who engage in the performance of this Agreement shall not be considered employees of Utilities for the purposes of wages, benefits, 2 unemployment compensation worker's compensation or any other employment related matters. Employees of Utilities shall not be or become, nor be considered or treated as, employees of City for any purpose by virtue of this Agreement. 7. INDEMNIFICATION AND INSURANCE. A. Each party agrees that it will be responsible for its own acts and the results thereof to the extent authorized by law and shall not be responsible for the acts of the other party and the results thereof. Each party agrees to indemnify the other in accordance with its responsibilities. The City's and the Utilities' liability is governed by Minnesota Statutes, Chapter 466. B. City and Utilities each warrant that they are able to comply with the foregoing indemnity requirement through an insurance or self-insuranceprogram. 8. SUCCESSORS, SUBCONTRACTING AND ASSIGNMENTS. The parties agree not to assign, subcontract, transfer or pledge this contract and/or the services to be performed hereunder whether in whole or in part, nor assign any monies due or to become due to them hereunder without prior written consent of the other party. 9. AMENDMENTS-AND MQDIFICATIQNS. A. The parties agree and understand that the entire Agreement between the parties is contained herein and that this Agreement supersedes all oral agreements and negotiations between the parties relating to the subject matter hereof. All items referred to in this Agreement are incorporated or attached and are deemed to be part of this Agreement.:. B. Thee parties may from dime to time make amendments or modifications to this Agreement. Such changes, including any changes to the Management Services, which are mutually agreed upon by and between City and Utilities shall be effective when incorporated in written amendments to this Agreement and approved by both City and Utilities.' 10. TERMINATION OF THE AGREEMENT. Either party may terminate this Agreement by giving the other party sixty (60) days written notice of cancellation. 11. NOTICES. Mary obtained quotes from AIG (current provider), Starr-Tech-ACE, The League of Minnesota Cities, and Travelers to consider as AIG is undergoing changes. In reviewing all data and considering the pros and cons of insurance options, it was decided to move the policy to The League of Minnesota Cities. The League's premium is a over $10,000 thousand dollars less than the AIG policy and we will be able to have all of our insurances with one company. Moving forward, the boiler and machinery would have the 7/1 renewal date to coincide with the other insurance (general liability, property, and workers compensation) renewal date. For your information, I have included the insurance comparison sheet that we referenced at our meeting. We did first quarter inventory counts on March 25. In this process, a sample of approximately 10% of each department's inventory was selected, as well as all the wire for electric, and then counted. Through this exercise, some additional procedures for the most efficient counting of the wire, and more defined segregation ofnon-inventory items were identified. As we move through the various inventory counts each quarter, I am sure more efficiencies will be achieved. After the counts were compared to the inventory records, a group from the electric department met with some office staff (Judy McSpadden, Chris King, Mark Fuchs, Mike Thiry, Lorrie Franz, and myself) to discuss the process and review the numbers. There were some differences and we were able to identify the reasons for the differences (some items were on the trucks and not the stock room, amix-up in identifying a particular bolt, weight versus meter device for wire counts.) All felt it was a good exercise and, while they are not particularly excited for the next quarterly count, they will be better prepared for it. I will be at Twin Lakes School on April 17~` to participate in the Earth Day recognition and be presenting to grades K-5 on energy conservation. This is a great opportunity to educate the youth in Elk River on energy consumption and their part in helping to reduce that. I will have the demonstration bike there to help illustrate the impact a Compact Fluorescent Lamp has compared to a regular light bulb. Angela from the Water Department will be there as well as other participants such as the City of Elk River, GRE (with a hybrid car! ), Sherburne County, Randy's sanitation, Elk River Landfill, and University of MN. We have started testing a new meter reading device that should allow for greater efficiency in collecting meter reads -more information collected in less time. This should enable us to renegotiate our meter reading contract that renews effective 6/1/09 at a slightly lower rate. Private Wells for association's irrigation 1. Class A well driller (Document ~~) a. MDH Well License Classification Document b. Class A -completion of all Well Licenses 2. Water appropriation permits (Document B) b. Roger Stradal, DNR email on suggestions how to deter private well drilling 3. Comments: I have a concern about random private wells being drilled because uneducated/unlicensed drillers pose a potential risk to our water resources. By law we are unable to stop an association from drilling a well, but we should have an ordinance stating that we allow only Class A well drillers to drill private wells. This in turn would protect our water & community system from unknowledgeable well drillers. If we require a Class A license the utilities has a better chance of knowing more about the aquifer or drift well that is being drilled. Another item to push is having the utilities look into promoting SMART irrigation controllers; this would help to conserve water, especially from private well users, Like associations. II. SMART IRRIGATION 1. Minnesota Statute 103G.298 (Document C) 2. ERMU Largest Irrigation Users of 2008 (Document D) 3. Comments: The installation of rain sensors has been a law since July 2003. This will be the first year that we will not be installing Irrigation meters with out a proper working rain sensor. The utilities must to be firm about this issue. There are complaints about high water bills and yet the sprinklers are mm~ing while it's raining. As your water supervisor, I believe the advocation of SMART irrigation system is a good start. I think every year the water department has to promote water efficiency & possibly offer rebates for their irrigation system tune-ups. The electric department offers many rebate programs and we should mirror that example because water is a limited resource. 4. New Construction/Connection SMART IRRIGATION Policy Proposal (Document E) 5. SMART Irrigation Rebate Proposal (Document 1~) 6. SMART Irrigation Rebate Application (Document G, Mailer 1, Mailer 2-1, Mailer 2-2) 7. Comments: The new construction policy will cover any new irrigation customer. This polity will have our water conversation efforts headed in the right direction. We will have a rebate application for all customers who deride to install a SMART controller. We will send all present irrigation customers a rebate application, along with information about the program & water conservation. Water meters must be replaced approximately every twenty years. With the new ERT technology, ERMU is able to electronically read. meters by driving by the meter location, instead of reading a meter from the side of the house. Anew pole was installed and the 3-phase riser was rebuilt. • Car hit an in line 3-phase pole on County Road 39. This test is done by sending a sample of the fuel in the tanks and they test for bacteria, sulfur, water, etc. • On March 19`h and April 8`h we had the Math Mentor program. • We are controlling the level of Lake Orono with the gates. During the week of March 22"d the lake began to rise. • We will need to change the oil on Engine #2 because of high concentrations of copper and lead per Titan Laboratories oil test results. • Steve is performing Web deflections on the engines this month. • The number of locate tickets are steadily increasing for the Locating Department. • We had 7 sales and 23 service calls for the Security Department. • Metering Department -Adam attended a Product Introduction seminar put on by Electro Industries. Most of the off-peak customers on our system use their products and it's nice to know how the equipment works. He learned how the equipment responds to different temps and wiring methods for trouble shooting.
